المستخلص: الهدف الرئيسي للدراسة التعرف على طبيعة العلاقة بين "ريادة الأعمال" كمتغير مستقل وتحقيق "التميز المؤسسي" كمتغير تابع في الجامعات الحكومية العراقية في بغداد، وتحديد وقياس طبيعة ومدى علاقة المتغير المستقل بأبعاده (تقبل المخاطرة، الإبداع، الابتكار، المرونة الكافية، النمو المستدام) على تحقيق التميز المؤسسي بأبعاده (التميز القيادي، إدارة الجودة الشاملة، كفاءة أداء العاملين، إدارة العمليات، إضافة قيمة للمستفيدين)، في الجامعات الحكومية (الجامعة المستنصرية، جامعة بغداد، الجامعة العراقية) محل الدراسة، وتم الاعتماد على المنهج الوصفي التحليلي في التعامل مع بيانات الدراسة وتم جمع البيانات عن طريق المقابلة الشخصية من خلال تصميم قائمة استبيان طبقا لمقياس ليكرت الخماسي وتحليلها عن طريق برنامج (SPSS.28)، وفقا لاختبار نماذج المعادلات الهيكلية (Smart- PLS. Version.4) في إجراء التحليل الإحصائي وسعيا لتحقيق أهداف الدراسة فإنها تُبنى على اختبار مدى صحة أربعة فروض رئيسية، وينص الفرض الرئيسي الأول على أنه توجد علاقة إيجابية ذات دلالة إحصائية بين فعالية تطبيق ريادة الأعمال وتحقيق التميز المؤسسي، ويتكون مجتمع الدراسة من (۱۷۷۱) مفردة قام الباحث باختيار عينة عشوائية بسيطة بلغت (۳۱٥) مفردة شملت طبقة (الإدارة العليا، الإدارة الوسطى) من أكاديميين وإداريين في إدارة الجامعات محل البحث، وبلغ عدد الاستمارات التي تم جمعها (٢٦٨) استمارة وبنسبة استجابة بلغت ٨٥%، وتوصلت النتائج إلى ثبوت صحة الفرض الأول بوجود علاقة إيجابية ذات دلالة إحصائية بين تطبيق أبعاد ريادة الأعمال وتحقيق التميز المؤسسي، وعدم وجود فروق معنوية ذات دلالة إحصائية بين آراء كل من الذكور والإناث على مستوى أبعاد ريادة الأعمال وأبعاد التميز المؤسسي.

The main objective of the study is to identify the nature of the relationship between "entrepreneurship" as an independent variable and achieving "institutional excellence" as a dependent variable in Iraqi public universities in Baghdad, Identifying and measuring the nature and extent of the relationship of the independent variable with its dimensions (risk acceptance, creativity, innovation, sufficient flexibility, Sustainable growth) to achieve institutional excellence in its dimensions (leadership excellence, total quality management, employee performance efficiency, operations management, adding value to beneficiaries), in public universities (Al-Mustansiriya University, University of Baghdad, Iraqi University) under study, The descriptive analytical approach was relied on in dealing with the study data, and the data was collected through a personal interview by designing a questionnaire list according to the Likert five-point scale and analyzing it through the program (SPSS.28), According to the test of structural equation models (Smart-PLS.Version.4) in conducting statistical analysis and in order to achieve the objectives of the study, it is based on testing the validity of three main hypotheses, The first key hypothesis states that there is a statistically significant positive relationship between the effectiveness of the application of entrepreneurship and the achievement of institutional excellence, The study population consists of (1771) single, the researcher selected a simple random sample of (315) items that included a layer (senior management, middle management) of academics and administrators in the administration of the universities in question, The number of forms collected reached (268) forms with a response rate of 85%, and the results found that the validity of the first main hypothesis was proven by the existence of a statistically significant positive relationship between the application of the dimensions of entrepreneurship and the achievement of institutional excellence, And the absence of statistically significant differences between the opinions of both males and females at the level of the dimensions of entrepreneurship and the dimensions of institutional excellence.
