هدفت هذه الدراسة إلى معرفة درجة إمكانية تطبيق إدارة الجودة الشاملة في الجامعات الأردنية. وذلك من خلال الإجابة عن الأسئلة الآتية: ١.ما درجة إمكانية تطبيق مبادئ إدارة الجودة الشاملة في الجامعات الأردنية؟ ٢. هل توجد فروق ذات دلالة إحصائية في درجة إمكانية تطبيق مبادئ إدارة الجودة الشاملة في الجامعات الأردنية، وفقا للمسمى الوظيفي؟ وقد تكونت المبادئ من عشرة مجالات هي: القيادة، ورسالة الجامعة، والثقافة التنظيمية، ونظام حوسبة المعلومات وتحليلها، والتخطيط الاستراتيجي، وإدارة الموارد البشرية وتنميتها التي تضم: "تخطيط الموارد البشرية، والتدريب، والحوافر، والمشاركة في اتخاذ القرارات وإدارة العمليات، والتحسين المستمر، ورضا العملاء، والتغذية الراجعة. وللتحقق من درجة إمكانية تطبيق هذه المبادئ للجامعات، قام الباحث بعرضه على عينة الدراسة المكونة من (508) من عمداء ورؤساء الأقسام الأكاديمية، ومديري الوحدات الإدارية لجميع الجامعات الأردنية. واستخدم الباحث استبانة تضم المجالات العشرة الخاصة بمبادئ إدارة الجودة الشاملة. وقد اشتملت الاستبانة في صورتها النهائية على (١٠٠) فقرة، تهدف بمجملها إلى الكشف عن آراء واتجاهات أفراد مجتمع الدراسة حيال درجة إمكانية تطبيق مبادئ إدارة الجودة الشاملة في الجامعات الأردنية. وقد تم التحقق من صدق وثبات الأداة. وللكشف عن الفروق بين أفراد مجتمع الدراسة نحو درجة إمكانية تطبيق مبادئ إدارة الجودة الشاملة في الجامعات الأردنية فقد تم استخراج المتوسطات الحسابية والانحرافات المعيارية لكل فقرة وكل مجال من مجالات أداة مبادئ إدارة الجودة الشاملة، كما تم استخدام تحليل التباين الأحادي والاختبار البعدي (شيفيه) وقد توصل الباحث إلى النتائج الأتية: -جاءت درجة إمكانية تطبيق مبادئ إدارة الجودة الشاملة في الجامعات الأردنية كبيرة. -وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05≥a) في درجة إمكانية تطبيق مبادئ إدارة الجودة الشاملة المقترح بين عمداء ورؤساء الأقسام الأكاديمية ومديري الوحدات الإدارية في الجامعات الأردنية لصالح العمداء. وفي ضوء هذه النتائج التي تمخضت عنها هذه الدراسة أوصى الباحث بقيام الجامعات الأردنية بتبني مبادئ إدارة الجودة الشاملة، من خلال إنشاء مراكز خاصة لإدارة الجودة الشاملة في الجامعات الأردنية، تعمل على تصميم وتنفيذ برامج تدريبية بشكل دائم ومستمر للكوادر الأكاديمية والإدارية، وتركز على تحقيق مستوى جودة عال في أداء العمل الجامعي
This study attempted to examine the degree of its applicability in the Jordanian universities through answering the following questions: - To which extent could the Principles total quality management be applied in the Jordanian universities? - Are there significant statistical differences in the possible application of the Principles (TQM) in the Jordanian universities, depending on the job position? The Principles are consisted of ten areas: leadership, message of the university, organizational culture, information computerization and analysis, strategic planning, human resources management and development (which consisted of: human resources planning, training, incentives, sharing in decision-making), operations management, continual improvement, customer satisfaction, and feedback. The study population consisted of (508) deans, department heads and directors of the administrative units to test the suitability of these principles to universities, the researcher used a questionnaire that covered the ten areas of the principles. The questionnaire, in its final shape, consisted of (100) items, aiming in whole to explore the views and trends of the study population members about the applicability extent applicability of (TQM) principles for the administrative development in the Jordanian universities. The validity of the tool was confirmed by presenting the proposed principles and the questionnaire, which included its areas, for a committee of arbitrators and specialists in the educational and public administrations in the Jordanian universities. The researcher then realized the reliability of the tool by applying it on a study population sample, using the (test-retest) method. To answer to the study questions, the means and standard deviations for each item and area of the tool (TQM) were calculated. The (ANOVA) and dimensional test analyses were employed too. The study concluded the following results: - The degree of the applicability of the principles (TQM) in the Jordanian universities was high . - There are significant statistical differences (a < 0.05 ) in favor of the deans of the faculties, as compared with the heads of the academic divisions and the directors of the administrative units in the Jordanian Public universities. In the light of the above-mentioned results of the study, the researcher suggested a number of recommendations to Jordanian Universities are kindly recommended to adopt the idea of the total quality management principles and apply it through creating total quality management and training units. The Jordanian Universities are also recommended to develop the values and attitudes that are necessary to build a kind of deep-rooted organizational culture to ensure the implementation of the total quality management processes by all the parties concerned at these universities.
