هـدفت الدراسـة إلى استكشـاف ظاهرة الإبداع الإداري بمصالح الإدارة المحلية لمقر ولاية ورقلـة والوقـوف على أهم المعوقات الفردية والتنظيمية للإبداع بالإدارات المحلية لإيجاد أساليب تنمية التفكير الإبداعي لعمال المصالح الإدارية بمقر الولاية . كما هـدفت الدراسة إلى التعرف على معوقات الإبداع الإداري لعمال بعض المصالح الإدارية بمقـر ولاية ورقلـة مع تحديد مستوى وجود معوقات الإبداع الإداري للعاملين بمقـر الولاية وهل يختلف هذا المستوى باختلاف الجنس والمصالح الإدارية والأقدمية في العمل . تم اختيار عينة للدراسة بطريقة عشوائية حيث قدرت ب 64 عاملا بالجهاز الإداري لمقر ولاية ورقلة من مصالح مختلفة منها مصلحة المستخدمين ومصلحة الميـزانية ومصلحة الإدارة المحلية بمقر الولاية . توصلت الدراسة إلى النتائج التالية : - وجود معوقات فردية وتنظيمية للإبداع الإداري بمقر الولاية مما يدل على عدم توفر البيئة التنظيمية المشجعة للفكر الإبداعي ، حيث تسيطر الإجراءات الروتينية في العمل الإداري . - لا يوجد فرق بين عمال مصلحتي الميزانية والإدارة المحلية في مستوى معوقات الإبداع الإداري ، كما لا يوجد فرق بين الذكور والإنـاث أو ذوي الأقدمية أقل من 5 سنوات و أكثر من 5 سنوات في وجود هذه المعوقات .
This study aimed to discover the administrative creation phenomenon in the services of the local administration of city of ouargla , having the most important individual and the organizational obstacles of the creation to find the intellectual progressive ways for the works of the administrative services in the city . The study aimed also to know the obstacles of the administrative creation for the workers of some administrative services in ouargla , precising the existence level of the obstacles for the workers of the department of the city of ouargla and does that level differ according to the different sex , the administrative services and the experience in the job . A spontaneous sample was chose for the study,64 worker in the administration of the city department of ouargla from different services like : the service of the employees, the financial and the local administration services . The results of the study were : - The existence of the individual and organizational obstacles of administrative creation within the department of the city which proved that the provocative organizational environment is not available for the intellectual creation , where the routine procedures are dominant in the administrative work . - There is no difference between the workers of the local administration and the financial services in the level of the obstacles , also There is no difference between males and females or between those who are experienced of less than 5 years and those who have an experience of more than 5 years in the existence of the obstacles .
