تهدف الدراسة لمحاولة دراسة وتحليل عناصر رأس المال الفكري والتعرف على المكونات الأساسية لرأس المال الفكري لكونه أحد أهم الموضوعات المعاصرة. \ واستخدم فيها الباحث المنهج التحليلي الاستنتاجي لتحليل الأفكار والآراء المطروحة فيما يتعلق بمكونات وعناصر رأس المال الفكري ودراسة مدى توافر عناصر رأس المال الفكري في وزارة التربية والتعليم العالي بقطاع غزة. \ واعتمد الباحث على ما توفر من أدبيات الموضوع لبناء الإطار الفكري والمفاهيمي للبحث والأفكار والنظريات التي تحكم هذه الإطار استنادا لتلك الأدبيات ومناقشة تلك المفاهيم واستخلاص ما يمكن من استنتاجات لتوضيح مكونات وعناصر رأس المال الفكري، وبناء توصيات موضوعية. \ وتوصل الباحث إلى النتائج التالية: \ 1.\ إن هناك شبه اتفاق على مكونات رأس المال الفكري، ويمكن تشبيه عناصر رأس المال الفكري بمجموعة متراكمة ومجمعة من المعارف، كل فرد ينظر إلى جانب المعرفة الذي يدخل في دائرة اهتماماته. \ 2.\ يتضح للباحث بأن أغلب الباحثون متفقون على أن مكونات رأس المال الفكري تنحصر بشكل أساسي في ثلاثة مكونات وهي رأس المال البشرى والذي يمثل المهارات والقدرات العقلية ومستوى التدريب والخبرة وغيرها، ورأس المال الهيكلي ويعبر عن القدرات التنظيمية والنظم التي تمثل بنية المنظمة، ورأس مال العلاقاتي ويشمل علاقة المنظمة مع المجتمع المحلي والمستفيدين من خدماتها أو مورديها أو الحلفاء الاستراتيجيين. \ 3.\ استطاع الباحث استناداً لما جاء أعلاه بناء نموذج لعناصر رأس المال الفكري على مستوى المؤسسات الحكومية ومنظمات الأعمال. \ وأوصت الدراسة باعتماد النموذج المقترح من الباحث لتحديد مكونات وعناصر رأس المال الفكري عند الحاجة لقياس أو تقييم أو تطوير أو إدارة رأس المال الفكري، لأنه يشتمل على المكونات الاكثر تكرارًا واتفاقاً بين الباحثين، وأكثر ملامة لطبيعة عمل المؤسسات الحكومية ومنظمات الأعمال.
The study aims to study and analyze the elements of the intellectual capital and to identify the key components of the intellectual capital for being one of the most important contemporary issues. \ The researcher used a deductive and analytical method for the analyzing the ideas and opinions with regard to the components and elements of intellectual capital. \ The researcher adopted what is provided around the subject matter to build a framework of intellectual and conceptual search, ideas and theories that control this framework on the basis of that subject and discuss these concepts and draw possible conclusions to explain the components and elements of intellectual capital, and build substantive recommendations. \ The researcher reached the following results: \ 1. There is almost an agreement on the components of intellectual capital, are similar to the elements of the intellectual capital accumulated and assembled a group of knowledge, each individual is concerns about one side of this knowledge that goes into the circle of his interests. \ 2. It becomes clear to the researcher that most researchers agree that the intellectual capital is limited primarily in three components: human capital, which represents the skills and mental capacity and the level of training and experience, etc., structural capital that expresses the organizational capacity and systems that represent the structure of the organization, and the relational capital includes relationship the organization with the local community and the beneficiaries of its services or its suppliers or strategic allies. \ 3. The researcher was able to build a model of the elements of intellectual capital at the level of government institutions and business organizations. \ The study recommended the adoption of the proposed model of the researcher to identify the components and elements of intellectual capital when you need to measure assess develop or manage of intellectual capital, because it includes the components most frequent and agreement among researchers, and the most appropriate to the nature of the work of governmental institutions and business organizations.
