هدف البحث الحالي إلى الكشف عن ماهية عوائد التعليم الجامعي المفتوح بدولة الكويت في ضوء رؤية مستقبلية تحليلية. واستخدم البحث المنهج الوصفي. وتناول البحث أهم خصائص التعليم الجامعي المفتوح بدولة الكويت في الوقت الحاضر وماهية عوائد التعليم الجامعي المفتوح وكذلك أهمية العائد من التعليم الجامعي المفتوح وأنواع العائد من التعليم الجامعي المفتوح والتعرف على كيفية تقدير العائد من التعليم الجامعي المفتوح والوقوف على أهم مشكلات قياس عائد التعليم الجامعي المفتوح كما أشار إلى مجموعة الحلول التي يمكن من خلالها مواجهة هذه المشكلات في ضوء ظروف وإمكانات المجتمع. وتوصلت النتائج إلى ان دولة الكويت تتدخل دعما للتعليم الجامعي في الحالات الثلاث التالية إذا كانت الفائدة الاجتماعية للتعليم أكبر من الفائدة الخاصة. وإذا كانت هناك مساواة بين الفائدة الشخصية والاجتماعية للتعليم. وإذا وجدت طبقة في المجتمع غير قادرة على تمويل تعليم أولادها وليست هنالك مصادر خارجية تقبل التمويل. كما ان استغلال راس المال في التعليم الجامعي المفتوح لا ينتج عنه نتاج يمكن تسويقه ويصعب حساب عائده المالي كراس مال اجتماعي للفرد وعنه مقارنته بالمشاريع الأخرى. ويهمل قياس الفوائد الاقتصادية غير المباشرة. وأوصي البحث بضرورة تنفيذ برامج التعليم المفتوح والتي تتطلب تحمل كل برنامج منها بتكاليف تنفيذه مع مقارنة التكاليف مع العائد الدوري لها في إطار أسس تحديد التكلفة وعائد هذه البرامج وتحديد طبيعة نظام التعليم المفتوح مع الأخذ في الاعتبار ان هناك تكنولوجيا التعليم والأدوات الخاصة بالمواد العلمية ونظم الاتصال التعليم المباشر وتكلفة إعداد المادة المطبوعة وتكلفة أعضاء هيئة التدريس وتكلفة إنجاز الاختبارات.كُتب هذا المستخلص من قِبل دار المنظومة 2018

The objective of the current research is to reveal the returns of the Open University education in Kuwait in the light of an analytical future vision. The research used the descriptive approach. The study examined the most important characteristics of the Open University education in Kuwait at the present time, and the essence of the returns of the Open University education, as well as the importance of the return from the Open University education and the types of the return from the Open University education and how to estimate the return of the Open University education, to set solutions through which these problems can be faced in light of the circumstances and the potentials of the society. The results show that Kuwait intervenes in supporting the university education in the following three cases if the social benefit of the education is greater than the private interest, and if there is an equality between the personal and the social benefit of the education, and if there is a class in society that is unable to finance the education of its children and there no external sources that capable of finance. The exploitation of capital in the Open University education does not produce a product that can be marketed and it is difficult to calculate its financial income as a social capital for the individual while comparing it to the other projects, and it neglects the measurement of the indirect economic benefits. The study recommended that the implementation of open education programs, requires assigning each program with the costs of its implementation, that include comparing the costs with periodic returns of it within the framework of determining the cost and the return of these programs and determining the nature of the open education system, taking into account that there are educational technology and tools for the scientific materials and the communication systems of the direct Education The cost of preparing the printed material, the cost of the faculty members and the cost of completing the tests.This abstract translated by Dar AlMandumah Inc. 2018
