The need for general and intensive English language programs in Saudi context cannot be overemphasized. The present paper argues that the characteristics of such programs should be localized in the sense that they can address those needs adequately. The components should be well constructed, the teaching should be professionally conducted and the quality should be strictly managed. The present paper suggests guidelines which will help secure some of the needed strategies for enabling students to successfully complete the threshold level. If this area of learners' language is acquired and maintained, it is suggested that the way to successful learning at higher level is paved. The present guidelines can be used as a base for a localized model of an EFL program being developed by the researchers through their experience of teaching English at the Department of Foreign Languages, King Faisal University.
