المستخلص: La présente réflexion se propose de contribuer à la définition des conditions de succès de la transition économique vers le marché à la lumière de l’expérience algérienne des réformes. Elle pose, dans toutes ses dimensions, la question des obstacles aux réformes dans les périodes de transition. L’analyse du système politique, de ses contraintes et ses contradictions est le point de départ de toute réflexion sur les problématiques de transition. Le poids du passé, et son influence déterminante sur le déroulement du passage d’une organisation économique à une autre est, quant à lui, un facteur que nous questionnerons dans cette perspective.

This paper is about a contribution to the definition of the conditions for a successfull economic transition toward a market economy in light of the algerian experience of reforms. This question raises the general issue of constraints that hinder or slow reforms amid any transition period. We affirm that the analysis of the political system, its constraints and its contradictions should be the starting point for any investigation on the issues related to transition. The past weight and its decicive influence on the process of transition from an economic organization to another one is the ultimate factor that we investigate in this regard.

هذا المقال عبارة عن مساهمة في تحديد شروط نجاح مسار الإنتقال الاقتصادي نحو السوق على ضوء التجربة الجزائرية في هذا المجال المقال يطرح، في جميع أبعادها، مسألة عوائق الإصلاح في فترات الإنتقال كما يتبين أن تحليل النظام السياسي، عبر قيوده ومتناقضاته، يشكل نقطة البداية في كل تفكير حول إشكاليات الإنتقال كما أن ثقل الماضي، وتأثيره الحاسم على صيرورة المرور من نظام إقتصادي إلى آخر، يشكل كذلك عامل أساسي يستحق أن يكون موضوع مساءلة في نفس الإطار.
