المستخلص: تبذل الدول العربية جهودا كبيرة في حصر أعداد المعاقين لديها، وتخصص ميزانيات لابأس بها للنهوض بالمعاقين ورعايتهم وتقديم الخدمات المناسبة لهم. ولكن ما يلاحظ على جهود تلك الدول أنها جهود ذاتية متفاوتة المستوى والتنظيم، وبحاجة إلى تقنين ومعايير معينة، بحيث تكون بمستوى قواعد البيانات العالمية.
وفي ضوء ذلك، تتلخص مشكلة الدراسة الحالية في افتقار المنطقة العربية لقاعدة بيانات خاصة بالمعاقين تواكب المعايير العالمية وتكون موحدة في جميع الدول.
وعليه، تستهدف الدراسة الحالية اقتراح قاعدة بيانات للإعاقة في المنطقة العربية في ضوء التصنيف الدولي لأداء الوظائف والإعاقة والصحة International Classification of Functioning, Disability and Health (ICF) الذي قامت بإعداده منظمة الصحة العالمية عام 2001.
يركز التصنيف الدولي ICF على ثلاث قضايا أساسية هي: بنية الجسم، والنشاط، والمشاركة. وبذلك فهو إطار لوصف الجوانب المختلفة للأداء البشري حينما يتعرض لظروف صحية أو إعاقة معينة؛ وهو نظام تصنيف وليس أداة قياس.
ومن أهم التوصيات التي خرجت بها الدراسة:
1. مراجعة قواعد بيانات الإعاقة في المنطقة العربية في ضوء التصنيف الدولي ICF.
2. تدريب وتوعية المهتمين بشؤون الإعاقة في المنطقة العربية بمعايير التصنيف الدولي ICF.
3. نشر ثقافة قواعد بيانات المعاقين والتصنيف الدولي ICF في وسائل الأعلام المرئية والمقروءة والمسموعة.

The Arab States are making great efforts to account for the numbers of disabled persons and allocate appropriate budgets for the advancement and welfare of disabled persons and the provision of appropriate services to them. The efforts of those States, however, are individual efforts of varying levels and organization and need to be codified and certain standards, to the level of global databases.
In this view, the problem of the current study is that the Arab region lacks a database on persons with disabilities that meets international standards and is unified in all States.
Accordingly, the current study aims to propose a database of disability in the Arab region in the light of the International Classification of Functioning, Disability, and Health (ICF), which was prepared by the World Health Organization in the year 2001.
The International Classification ICF focuses on three fundamental issues: body structure, activity, and participation. As such, it is a framework for describing the different aspects of human performance when exposed to specific health conditions or disabilities; it is a classification system rather than a measuring tool.
Among the main recommendations of the study are:
1. Review of disability databases in the Arab region in light of the International Classification ICF.
2. Training and awareness of persons interested in disability issues in the Arab region with the standards of International Classification ICF.
3. Dissemination of the culture of databases of persons with disabilities and ICF in audio and visual media as well as in newspapers.
