يهدف هذا البحث إلى تحسين دور المشرف التربوي في مدارس محافظة غزة في ضوء مفهوم الجودة، من خلال التعرف على الأدوار الإشرافية المطلوب من المشرف التربوي أن يقوم بها في الإشراف على المدرسة، ومعرفة مدى ممارسة المشرف للأدوار المطلوبة منه من وجهة نظر المعلمين والمدراء، ووضع مقترحات وتوصيات لتحسين دور المشرف التربوي، ولقد استخدمت الباحثة المنهج الوصفي التحليلي وفي ضوء هذا المنهج قامت بإعداد قائمة بالأدوار الإشرافية المطلوبة من المشرف التربوي في ضوء مفهوم الجودة، وتم تطبيق الاستبيانة بعد التأكد من صدقها وثباتها على عينة من معلمي ومدراء المدراس الأساسية العليا بمحافظة غزة بلغت (168) معلماً ومديراً، واستخدمت الباحثة الأساليب الإحصائية المناسبة لتحليل النتائج وتفسيرها، ولقد توصلت الدراسة إلى أن المشرف التربوي يمارس جميع مجالات دوره المهني بدرجة كبيرة، وأنه لا توجد فروق ذات دلالة إحصائية عند مستوى دلالة a< 0.05 في متوسطات استجابات أفراد عينة الدراسة حول درجة ممارسة المشرف للأدوار الإشرافية المطلوبة منه تعزى لمتغيرات الدراسة: المهنة (مدير/معلم)، عدد سنوات الخبرة، والمؤهل العلمي، ولقد خرجت الدراسة بتصور مقترح لتحسين دور المشرف التربوي في مدارس محافظة غزة في ضوء مفهوم الجودة من وجهة نظر المعلمين والمدراء.
This research aims to improve the educational role of the supervisor in the schools of the governorate of Gaza in light of the concept of quality. This can be achieved through the identification of supervisory roles required of the educational supervisor, knowing how the supervisor exercises the roles required form him/her from the standpoint of teachers and administrators, and proposing some recommendations to improve the role of educational supervisor. In the light of the analytical descriptive method, the researcher has compiled a list of the supervisory roles required of educational supervisor and has applied a questionnaire, after ascertaining its stability and honesty, on a sample of (168) teachers and administrators in the elementary schools of the Gaza Governorate. The researcher used the appropriate statistical methods to analyze and interpret the results to reach the conclusion, which showed that the educational supervisors exercise all sides of their supervisory roles with great proficiency. Another result was that there is no statistically significant differences at the level of the average responses of the study sample on the degree of exercising supervisor of their supervisory roles required of them. And this result is attributable to the study variables: Occupation (Director / teacher), the number of years of experience, and qualifications. The research has emerged with a proposal to improve the educational role of the supervisors in the schools of the Governorate of Gaza, in light of the concept of quality from the standpoint of teachers and administrators.
