The current research revealed the concept of the balanced performance measurement approach, the basic aspects of it, the implementation requirements in the central university libraries, the reasons for the libraries to utilize it, and the methodological steps to design and implement a balanced performance measurement approach. To achieve this, a descriptive method was used to study the reality or measure the balanced performance and its implementation requirements in the central university libraries, and to diagnose the current status of libraries and information institutions. The research focused on the implementation of the Balanced Scorecard through main steps. These steps are to define the vision and mission, to set the strategic objectives, to identify the critical success factors, to point out the axes that reflect the critical success factors of the library, to set the main objectives, to design the strategic map, to design also the balanced performance measurement card, and to distribute the standards and the essential aims. كشف البحث الحالي عن مفهوم مدخل قياس الأداء المتوازن والأبعاد الأساسية لمدخل قياس الأداء المتوازن ومتطلبات التطبيق في المكتبات المركزية الجامعية وأسباب استخدام المكتبات له. والخطوات المنهجية لتصميم وتطبيق مدخل قياس الأداء المتوازن. ولتحقيق ذلك استخدم المنهج الوصفي الذي يقوم بدراسة واقع أو قياس الأداء المتوازن ومتطلبات تطبيقه في المكتبات المركزية الجامعية وتشخيص الوضع الراهن للمكتبات ومؤسسات المعلومات. وتوصل البحث إلى تطبيق بطاقة قياس الأداء المتوازن عدة خطوات رئيسة هي تحديد الرؤية والرسالة ووضع الأهداف الاستراتيجية وتحديد عوامل النجاح الحرجة وإقرار المحاور التي تعبر عن عوامل النجاح الحرجة للمكتبة ووضع الأهداف الرئيسة وتصميم الخريطة الاستراتيجية وتصميم بطاقة قياس الأداء المتوازن وتوزيع المقاييس والأهداف الأساسية. وقد أوصى البحث بتزويد المكتبة بأسلوب وملامح للتفكير في المكتبة من كل الجوانب. كُتب هذا المستخلص من قِبل دار المنظومة 2018
