أصبح رأس المال الفكري الذي يمتلك المعرفة المتراكمة ميزة تنافسية تميز المؤسسة عن غيرها من المؤسسات. تمثلت مشكلة البحث بأن هنالك فجوة بين رأس المال الفكري والاهتمام به في تحقيق الجودة الشاملة. هدفت الدراسة إلى إيجاد نظام عادل لتقييم رأس المال الفكري حتى يقدم للإدارة قاعدة بيانات تنافسية لتطوير المنظمة وتحقيق الإبداع والتميز والرضاء الوظيفي. الأهمية العلمية للدراسة تمثلت في أهمية الدور الذي يطّلع به رأس المال الفكري في المنظمة. والذي يعمل على تعظيم قيمة المؤسسة ويسهم في تحقيق حالات الإبداع، أما الأهمية التطبيقية للدراسة تمثلت في تنمية رأس المال الفكري من حيث إنه ذا تأثير مباشر في زيادة إنتاجية السلع وتقديم الخدمات بجودة عالية. وقد استخدم الباحث المنهج الوصفي التحليلي وذلك لموافقته لطبيعة الدراسة. وقد خلصت الدراسة بوجود علاقة ارتباط قوية بين رأس المال البشري في تحقيق الجودة الشاملة، أوصت الدراسة بالاهتمام بعقد حلقات نقاش (العصف الذهني) مع الموظفين للتشاور وحل المشاكل، وضرورة فهم وإدراك أهمية رأس المال الفكري من قبل الإدارة للمؤسسة لما يمثله من قيمة خاصة لها.

The study Hypothesesed that there is evidentiary relationship between the intellectual capital and the achievement of total quality as well as organizational of total quality. Scientific importance of the study was the importance of the role that looks its intellectual capital of the establishment, which works to maximize enterprise value and contribute to cases of creativity, either Applied importance of the study was the intellectual capital development, where he was a direct impact on increasing the productivity of goods and provision of services high quality. The study adopted the descriptive and analytical methodology because it's suitable and fit to the nature of study. On the light of the data collected and analyzed the conclusion that there is a strong relationship link between human capital to achieve the total quality The study concluded that the application of standards of excellence facilitates the process of conducting benchmarking internally and externally to know the best establishments. The establishment has a scientific strategy that meets the future expectations. Also the study recommended that the management should concerns on holding discussion sessions (brainstorming) with the staff for consultation and problem-solving, besides the need to understand and recognize the importance of intellectual capital by the management of the establishment, which represents a special value.
