تعد الإدارة الإلكترونية من أبرز التطبيقات الإدارية الحديثة التى ظهرت خلال السنوات الماضية، والتى تتميز بقدرتها على مواكبة التطور الكيفى والكمى الهائل فى مجال تطبيق تقنيات ونظم المعلومات، ولقد جاء ظهورها بعد التطور النوعى السريع للتجارة الإلكترونية والأعمال الإلكترونية، وانتشار تطبيقات الإنترنت وشبكة المعلومات العالمية. فمن خلال الإدارة الإلكترونية يمكن لمدير المؤسسة عدم التقيد بالمكان والزمان أثناء أداء عمله، كذلك تحقيق السرعة والوضوح فى العمل، وكذلك تحقيق المرونة والتطوير المستمر لمنظومة العمل؛ فهى تقبل التغيير وتتعامل مع المتغيرات فور حدوثها، كما تعمل على التنبؤ بالتغيير وتعديله، ونظراَ لأهمية تطبيق الإدارة الإلكترونية بمدارس التعليم الثانوى العام لتفى بأحد متطلبات العصر، وهو التطور التكنولوجى، لذلك تسعى الدراسة الحالية إلى الإجابة عن التساؤلات التالية: 1. ما التحديات التى تواجه مدارس التعليم الثانوى العام بمدن القناة، وأدت لضرورة تطبيق الإدارة الإلكترونية؟ 2. ما مستوى توافر متطلبات تطبيق الإدارة الإلكترونية فى مدارس التعليم الثانوى العام بمدن القناة من وجهة نظر عينة الدراسة؟ 3. ما مستوى تواجد المشكلات التى تواجه تطبيق الإدارة الإلكترونية بمدارس التعليم الثانوى العام بمدن القناة من وجهة نظر عينة الدراسة؟ 4. ما السيناريوهات البديلة المقترحة لدعم تطبيق الإدارة الإلكترونية بمدارس التعليم الثانوى العام فى مدن القناة؟ وقد اعتمدت الدراسة على المنهج الوصفى وأسلوب السيناريوهات واستخدمت أداة الاستبانة الموجهة إلى (466) معلمًا ووكيلاًَ ومديرًا من العاملين بمدارس التعليم الثانوى العام فى مدن القناة، وتوصلت الدراسة إلى عدة نتائج من أهمها وجود عدة مشكلات تواجه تطبيق الإدارة الإلكترونية فى مدارس التعليم الثانوى العام فى مدن القناة منها: ضعف توافر الأعداد المطلوبة من المؤهلين للإدارة الإلكترونية، تخلى بعض الشركات المورده للأجهزة عن الدعم الفنى لها. قلة الحوافز المادية المخصصة لتشجيع الإداريين على الالتحاق بالبرامج التدريبية فى مجال الإدارة الإلكترونية. وقد اقترحت الدراسة ثلاثة سيناريوهات بديلة لدعم تطبيق الإدارة الإلكترونية فى مدارس التعليم الثانوى العام فى مدن القناة.
Electronic administration (e-administration) is one of the most prominent modern administrative applications that have emerged over the past years. It is characterized by its ability to keep pace with the tremendous qualitative and quantitative development in the application of information techniques and systems. Its emergence followed the rapid qualitative development of e-commerce and e-business, and the spread of the Internet and the global information network. E-administration helps the director of an institution not to be restricted to a place or time during his work. In addition, it achieves speed and clarity of work. It achieves flexibility and continuous development of the work system; it accepts change and deals with variables/changes as soon as they happen; it also predicts change and modifies it. Regarding the importance of applying e-administration in secondary schools to meet one of the age requirements which is the technological development, so the current study seeks to answer the following questions: 1. What are the challenges facing secondary schools in the Canal Cities and that led to the necessity of applying e- administration? 2. What is the level of availability of e-administration requirements in secondary schools in the Canal Cities from the viewpoint of the study sample? 3. What is the level of problems facing the application of e-administration in secondary schools in the Canal Cities from the viewpoint of the study sample? 4. What are the alternative scenarios for supporting the application of e-administration in secondary schools in the Canal Cities? The study depended on the descriptive method ، and scenarios Style and used the questionnaire as a tool directed to (466) teacher, deputy and director of the staff of secondary schools in the Canal Cities. The study found several results the most important of which is the existence of several problems facing the application of e-administration in secondary schools in the Canal Cities, including: - Poor availability of the required numbers of those qualified for e-administration. - Some of the companies supplying equipments abandoned its technical support. - Lack of financial incentives encouraging administrators to join the training programs in the field of e-administration. The study suggested three alternative scenarios for supporting the application of e-administration in secondary schools in the Canal Cities.
