هدف البحث إلى اقتراح تصور لمتطلبات تطبيق الإدارة الالكترونية بمدارس التعليم الثانوي في ليبيا في ضوء التحولات العالمية المعاصرة وبالتالي وفي ضوء ما سبق تتحدد مشكلة البحث الحالي في السؤال الرئيس التالي: ما هو التصور المقترح لمتطلبات تطبيق الإدارة الالكترونية بمدارس التعليم الثانوي في ليبيا في ضوء التحولات العالمية المعاصرة؟ ويتفرع من السؤال الرئيس الأسئلة الفرعية التالية: 1- ما الأسس النظرية للإدارة الالكترونية ؟ 2- ما هي متطلبات الإدارة الالكترونية بالمدارس الثانوية ؟ 3- ما التحولات العالمية المعاصرة التى تواجه المدارس الثانوية؟ 4- ما هي المقترحات لتطبيق الإدارة الالكترونية بمدارس التعليم الثانوي في ليبيا في ضوء التحولات العالمية المعاصرة؟ ولقد أعتمد البحث على المنهج الوصفي لتحقيق الأهداف التي تم تحديدها، وأشتمل البحث الحالي على عدة أقسام، تضمن القسم الأول الأسس النظرية للإدارة الالكترونية، بينما يشتمل القسم الثاني للتعرف على متطلبات الإدارة الالكترونية بالمدارس الثانوية، ويشتمل القسم الثالث على التعرف على التحولات العالمية المعاصرة التي تواجه المدارس الثانوية، وأخيراً تضمن القسم الرابع على مقترحات لتطبيق الإدارة الالكترونية بمدارس التعليم الثانوي في ليبيا في ضوء التحولات العالمية المعاصرة، وتوصل البحث لعدد من التوصيات وهي 1- ضرورة تطبيق نظام الإدارة الإلكترونية بمدارس التعليم الثانوي في ليبيا كأحد المؤسسات التعليمية لمرحلة التعليم العام في ليبيا. 2- إن تطبيق نظام الإدارة الإلكترونية يستلزم مجموعة من المتطلبات المختلفة التي يجب توافرها لتطبيق هذا النظام بمدارس التعليم الثانوي. 3- ضرورة توفير المتطلبات التقنية والبشرية والمالية والإدارية كأهم المتطلبات لتطبيق نظام الإدارة الإلكترونية. 4- التأكيد على أهمية توفير الأجهزة والشبكات في نظام الإدارة الإلكترونية لتحقيق أهدافها.
The aim of the research is to propose a proposal for a conceptualization of the requirements of the application of electronic Management in secondary education schools in Libya in the light of contemporary global transformations. Therefore, in light of the above, the current research problem is determined in the following main question: What is the proposed scenario for the application of electronic administration in secondary education schools in Libya in the light of contemporary global transformations? The following sub-questions stem from the main question: 1- What are the theoretical foundations of electronic management? 2- What are the requirements for electronic Management in secondary schools ? 3-What are the contemporary global transformations facing secondary schools? 4-What are the proposals for the application of electronic management in schools of secondary education in Libya in the light of contemporary global transformations? The first part of the present study consists of several sections. The first section includes the theoretical foundations of electronic management, while the second section includes an introduction to the requirements of electronic Management in secondary schools. The third section includes an introduction to the contemporary global transformations facing Secondary schools. Finally, the fourth section contains proposals for the application of electronic Management in secondary education schools in Libya in the light of contemporary global transformations. The research reached a number of recommendations: 1 - The need to apply the electronic management system in schools of secondary education in Libya as one of the educational institutions of the general education stage in Libya. 2- The application of the electronic management system requires a set of different requirements that must be available to implement this system in secondary education schools. 3- The need to provide technical, human, financial and administrative requirements as the most important requirements for the implementation of the electronic management system 4- Emphasize the importance of providing devices and networks in the electronic management system to achieve its objectives.
