المستخلص: تلـعب وسائل الدفع بصفة عامة دورا رئيسيا في جميع مناحي الحياة الاجتماعيةوالاقتصادية والقانونية ، وقد ارتبطت هذه الوسائل ارتباطا وثيقا بظهور حاجة الأفراد إلى وسيـط ملائم يمكنهم من تسـوية معاملاتهم والوفاء بالتزاماتهم ، إذ الـفرض أن جميع المعاملات التجارية تتضمن شكلا من أشكال الدفع .
و مع التطور المذهل الذي شهدته حياتنا المعاصرة على جميع الصعد،لا سـيما على الصعيد التقني ظهرت تقنيات جديدة لم تكن معروفة من قبل قدمت خدمات مهمة للإنسان، فيسرت عليه التعامل سيما على الصعيد المالي ولكن رغم أهمية هذه التقنيات وفائدتها إلا أنها لم تترك لتمارس دورها الإيجابي الذي وجدت من أجله بل أفرزت بعض المساوىء أهمها إستعمالها بشكل غير مشروع لغرض إرتكاب جريمة تبييض الأموال ،


The means of payment generally plays a key role in all aspects of social, economic and legal life. These means have been closely linked to the emergence of the need for individuals to have an appropriate intermediary to settle their transactions and fulfil their obligations, based upon the supposition that all trade or financial transactions require a form of payment.
With the extraordinary development witnessed in our contemporary life upon all levels, particularly upon the technical level, previously unknown new technologies have emerged providing important services to the human being and consequently has made transactions and particularly financial ones easy. However, despite the importance of these techniques and their usefulness, they were not left to exercise the positive role they were found for, but rather they have produced some unfortunate results, the most significant of which is their illegal use for the purpose of committing the crime of money laundering.
