|f It may be that countries have begun to go beyond just explaining the importance of education and the evidence for that are the percentages and statistics. However, what many developing countries have not paid attention to, is higher education, which represents the main cause for the founding of the modern revival among the advanced countries.\nThe study seeks to explain the policy of higher education in some developed countries, and compare it with the Kingdom, in order to elevate the society, based upon raising our level of higher education.\nHigher education institutions are a fundamental and important source for societal development. That is by them fulfilling the objective of their existence, which is to equip students with skills that will enable them to succeed in their academic, practical and social life. However, these institutions are facing stark challenges as a result of global technological and economic development.\nOnly three Saudi universities were ranked in the “Webometrics” global ranking of universities according to international standards for January 2013. King Saud University was ranked 420 and King Abdulaziz University 625, whilst King Fahd University of Petroleum and Minerals (KFUPM) was ranked 726. \nHowever, ambition is higher for a country with a global economy which is bigger than other countries. It is here where the research problem is highlighted, which is the reality of higher education in the Kingdom compared to other countries in the world.\nAlthough the role of higher education institutions is to be concerned with teaching, academic research and preparation for the labor market, these institutions nevertheless are in fact failing as a result of the increasing number of students and the poor preparation in line with the labor market. Just as academic research is not directed and carried out in a way that serves society and its development.\nTherefore, the importance of the study stems from the importance of its subject matter. That is because higher education is what directs the society and its official funder through the provision of working and productive human resources, seeking to lead globally.\nThe importance of shedding light upon higher education is to identify the points of strength and to develop them, and to identify the points of weaknesses and how to confront them, and that is through undertaking a comparison with other countries.\nThe study addressed the higher education system in about 30 countries through books and websites, which provides the research with an importance as the first of its kind in respect to its way of addressing future proposals to develop and meet the challenges and issues facing higher education in the Kingdom through measuring the provision of quality standards within Higher education institutions in Saudi Arabia compared to 30 other countries: Germany, France, Turkey, Britain, South Korea, Finland, India, Qatar, Singapore, Canada, Bahrain, Kuwait, Denmark, Sweden, Norway, Oman, Malaysia, Japan, Australia, China, Switzerland, Japan, Saudi Arabia, Netherlands, Brazil, Sudan, Jordan, Israel, Venezuela and America. \n\nThe documentary comparative methodological approach was adopted:\n\nRecommendations: \n- Higher education institutions should exercise their responsibilities as the most important tools of society to achieve maximum overall development in the economic, social and cultural fields.\n- Higher education institutions should be able to address global problems in general, through their positive contribution to the areas of science and technology.\n- Universities should prepare the necessary programs to provide equal opportunities in education, so that postgraduate studies and scientific/academic research are a priority.\n- Scientific/academic research should be directed towards that which affirms the national needs in respect to development. And that should be marketed through the various media platforms/outlets.\n- It is recommended for cooperation between countries and universities in the fields of scientific research to increase.\n\nProposals: \n- We hope that technical departments such as engineering, medicine and computer science will adopt global models as examples such as the University of Technology in Munich, Germany.\n- To increase the number of departments made available like in France and America, as many of our students have resorted to going abroad due to the lack of departments, while most of them are limited to the male sex.\n- A concern in respect to the diversity of learning methods (e.g. distance education, open education and continuing education) like most other countries including Britain.\n- Increasing the number of universities and their equal distribution across the country to ease overpopulation in the major cities.\n- The provision of quality and care for all universities in different locations and not to pay greater attention to the cities.\n- Opening more space/opportunity for higher education completion and the facilitation of matters and resources for students.\nThis abstract translated by Dar AlMandumah Inc. 2018
