المستخلص: هدفت هذه الدراسة للوصول إلى معايير اختيار دول المقارنة في أبحاث التربية المقارنة، من أجل المفاضلة بين الدول التي تتكرر فيها خبرة تعليمية واحدة ويرغب الباحث أن يختار من بينها الدول الأنسب لدراسته ودولته، ولتحقيق هذا الهدف استخدم الباحث المنهج الوصفي، وأسلوب المؤتمر عن بعد (دلفي Delphi)، وتم تطبيق أداة الدراسة المكونة من مجالين تضمنت (20) معياراً على عينة الدراسة البالغ عددها في الجولة الأولى (19) خبيراً، وفي الجولة الثانية (15) خبيراً، وقد توصلت الدراسة إلى مجموعة من النتائج كان من أبرزها: تتكون معايير اختيار الدول في أبحاث التربية المقارنة من (20) معيار، موزعة على مجالين: المجال الأول وهو المجال العام المتعلق بالعوامل والقوى الثقافية للدولة التي فيها الخبرة التعليمية المراد الاستفادة منها، وبلغت معاييرها (7) معايير، والمجال الثاني وهو المجال الخاص المتعلق بالخبرة التعليمية ذاتها وبلغت معاييرها (13) معياراً، كما جاء في نتائج الدراسة إمكانية تطبيق هذه المعايير على دولة واحدة حددها الباحث مسبقاً ويرغب في التعرف إلى مدى مناسبتها للاستفادة من خبرتها التعليمية، كما يمكن الاستفادة أيضاً من هذه المعايير إذا تردد الباحث بين أكثر من دولتين لديها الخبرة التعليمية ذاتها، ويحتاج إلى الوصول إلى حكم علمي لدولة أو أكثر لاختيارها محلاً للدراسة

This study aimed to attain the criteria for the selections of countries for comparison in respect to comparative education research, in order to differentiate between countries where one educational expertise is repeated. The researcher wants to choose from among them the most suitable countries for his study and for the benefit of his own country. To accomplish this objective, the researcher used the descriptive method and the approach of the “After Delphi” conference. The study tool, composed of two areas, comprising 20 criteria, was applied to a sample of 19 experts in the first round and 15 experts in the second round.
The study reached a host of conclusions, the most prominent of which were: The criteria for selecting countries in respect to comparative education researches comprises 20 criteria, distributed over two areas: The first area is the general area related to the cultural factors and strengths of the country possessing the educational experience which is intended to be benefited from. Its criteria numbered 7. And the second area is the specific area related to the educational experience itself and its criteria numbered 13. The results of the study stated the possibility of applying these criteria to one country, previously specified by the researcher, which he wants to know the extent of its suitability in respect to benefiting from its educational experience. These criteria can also be utilized if the researcher is wavering between more than two countries possessing the same educational experience and he needs to reach an academic judgment for one or more countries, in order to choose as the subject for the study.
