|a لقد أثبت الواقع الميداني عجـز النّمـوذج التيلوري والألفريدي فـي التّنظيم والإدارة عـن مسايـرة التّطـورات، والتّغيرات المتعاقبة والمتسارعة الحاصلة في شتّى المجالات ممّا حتّم على المؤسسات بمختلف أنواعها وأشكالها أن تتبنى أفكار مبادئ وتوجهات الفكر الإداري الجديد، القائم على أساس الكفاءة كمنهج للتّسيير وأسلوب للتّنظيم والإدارة، فتضع الاستراتيجيـات المناسبـة لاستقطاب، تنميــة وتطوير الكفاءات للوصول بها إلى حد الامتياز، ومن تم استغلال هذه الكفاءات في عملية التّسيير لتحقيق أهداف المؤسسات، وضمان بقائها واستمراريتهـا فـي بيئة عمل توصف بعدم الاستقرار. ومن هنـا جاءت هـذه الورقـة العلمية لمحاولة إلقاء الضّوء على هذا المنهج الإداري وتحديد أهميته، ومتطلبات تطبيقه في المؤسسات بصفة عامة، ومؤسسات المعلومات على وجه التّحديد مع إبراز النّتـائج الّتي يمكن أن تحققها هـذه المؤسسات من خلال تبنيها له، لنصل في الأخير إلى وضع مقترح يتضمن الخطوات التي ينبغي على مؤسسات المعلومات إتباعها عند تطبيقها له لتحقيق الفائدة المرجوة منه.
