المستخلص: تحاول هذه الورقة الوقوف على الروابط التاريخية والثقافية بين النيجر وتركيا من خلال استكشاف محطات العلاقات بين البلدين خلال التاريخ... وترى هذه الورقة أنها تمتد إلى حوالي 600 سنة، وتثبت أن لدى تركيا ميزات تفضلها على غيرها من الدول بحكم هذه الروابط، وتدعو إلى الاستفادة منها في تمتين العلاقات التي تقر الورقة بأنها تسير في تطور متصاعد وبشكل إيجابي في القارة الإفريقية عموما ومع النيجر بشكل خاص. وفيما تثني الورقة على المشروعات التركية في النيجر فإنها تدعو إلى التركيز على الدبلوماسية الإنسانية التي حققت نجاحات كبيرة في إفريقيا، وتدعو إلى الاهتمام بموضوع الهوية، وإلى عدم إغفال المقاربات الواقعية في العلاقات، وإلى المزيد من البحث حول العلاقات التاريخية لأهميتها في تحقيق المكاسب المستقبلية.

By serving for the creation of common denominators among different peoples and states history stands as a determining factor to facilitate a better conduct of the humanitarian diplomacy of Turkey towards the Sub-Saharan Africa. Turkish humanitarian diplomacy seeks inter alia to assist these countries in need with a combined use of humanitarian and development tools and financing where appropriate. These human-centered policies and practices will be addressed at the first-ever World Humanitarian Summit which will be held on 2324- May 2016 in Istanbul. As a complementary approach to realist based studies conventional constructivism which focuses on socio-psychological ideational dimensions along with the process of common identity building in foreign policy analysis helps to provide a better understanding of the role of history in the humanitarian diplomacy. This article having elaborated the aforementioned arguments then concentrates on the historical relations between Turkey and Niger underlying the importance of historical ties and affinities in better conducting the humanitarian diplomacy of Turkey in this country .
