المستخلص: هدفت الدراسة إلى التعرف على واقع تطبيق مبادئ حوكمة الجامعات في قطاع غزة؛ اتبع الباحث المنهج الوصفي التحليلي مع التنويع في أدوات جمع المعلومات والتي منها: وزعت 406 استبانة لكامل مجتمع الدراسة وتم استرداد 197 استبانة منها بمعدل استرداد 48.2 %، ومنها ورشة عمل لمجموعة من الخبراء لمناقشة النتائج والتوصيات، بالإضافة إلى إجراء مقابلات مع ذوي العلاقة. وتم استخدام برنامج التحليل الإحصائي (SPSS) حيث تم اختيار أربع مؤسسات أكاديمية (الجامعة الإسلامية، جامعة الأزهر، جامعة الأقصى، والكلية الجامعية للعلوم التطبيقية). وقد توصلت الدراسة إلى أن هناك ضعفًا في الدور الذي تلعبه وزارة التعليم العالي في دعم الجامعات، مع عدم وجود معايير أو دليل للحوكمة الجامعية، كما أن الجامعات تطبق مبادئ الحوكمة بدرجة متوسطة، مع وجود نزاعات حزبية وازدواجية في اتخاذ القرارات، ووجود ضعف في مشاركة أصحاب العلاقة، وقد خلصت الدراسة إلى ضرورة بناء منظومة معايير للحوكمة، وتشكيل لجنة خاصة بالحوكمة لمتابعة تطبيق الحوكمة في الجامعات ورفع مستواها، ومراجعة ومناقشة القوانين والتشريعات الخاصة بالحوكمة الجامعية، والعمل على تجنيب المؤسسات الأكاديمية النزاعات السياسية، وتطوير المجالس الحاكمة لمؤسسات التعليم العالي وتشكيل لجان فرعية أكاديمية وإدارية خاصة بمجالس الأمناء في الجامعات، وصياغة أنظمة ولوائح للتصويت على انتخاب رئيس الجامعة، وكذلك أشراك المجتمع المحلي في تقييم وتقويم البرامج الأكاديمية.

The aim of this study is to identify the status of the implementation of the principles of governance of universities in the Gaza Strip. The researcher has used the descriptive analytical method by using the field study method and documentaries, which have been included: 406 questionnaire distributed to the entire community of the study, and 197 of them have recovered, by a recovery rate of 48.2 %. Moreover, a workshop to discuss the findings and recommendations of the study, and focus groups, in which have participated a group of experts and specialists, as well as interviews with concerned people. The study used SPSS program and choicing four Academic inestitutions (Al-Azhar, Al-Aqsa and Islamic Universities as well as UCAS. The study found that there is a lack of the role played by the Ministry of Higher Education to support the universities. In addition to the lack of standards or guide for university governance, and the surveyed Palestinian universities in the Gaza Strip practicing the principles of corporate governance in a fair degree, in addition to the presence of factional conflicts and duplication of decisionmaking, with a weakness of the participation of stakeholders. The study concluded a set of recommendations including the need to build a system of national standards of governance fit the current situation of the Palestinian universities, with the formation of a special committee to monitor the implementation and upgrading of governance in universities, and to review and discuss the laws and legislation related the university governance. \ In addition to avoiding the political and factional conflicts in the academic institutions in all their activities and standardize the decision, and the development of the governing councils of institutions of higher education and the formation of special academic and administrative sub-committees under the boards of trustees in the universities. And the participation of stakeholder in important decisions, by drafting regulations which give them the right to vote on the election of the president of the university, as well as the participation of the community and parents in the assessment and evaluation of academic programs, and the need for participating representatives of the students in the councils of the universities.
