تهدف هذه الورقة الى استعراض الضوابط الشرعية التي تحكم تقديم عمل على آخر وهو موضوع يستحق الدراسة لعدة أسباب منها أن المسلم يحتاج إلى ضوابط شرعية يستنير بها في معرفة الحكم الأولى بالتقديم عند تزاحم أعمال الخير، معرفة وتحديد الضوابط التي تعطي أحقية السبق لنوع من الأحكام على آخر، إبراز أهمية فقه الأولويات في تحركاتنا الدعوية إذ ان إغفاله يضر بالدعوة ويعرقل نموها ومسيرتها، خطورة الاشتغال بالأمور الجزئية الهامشية على حساب القضايا الجوهرية التي ينبغي أن تحتل صدارة أولوياتنا، المفاسد والشرور التي ابتليت بها الأمة ومازالت تبتلي بها بسبب غياب فقه الأولويات. عولج الموضوع في مبحثين ففي المبحث الأول عرفت الأولويات والحاجة إليه، وفي المبحث الثاني استعرضت الضوابط الشرعية التي تحكم تقديم عمل على آخر.
The aim of this paper is to review the legitimate controls that govern the advancement of one work over the other. The topic deserves to be discussed for various reasons: The Muslim needs legitimate controls to enlighten his way for recognizing the primary judgment that deserves priority when there is a crowd of benevolent deeds, recognizing and identifying the control that give priority for a certain judgment over the other, High lighting the importance of priority fight in our Dawa movement for neglecting it will harm the Dawa and impedes its development. The danger of occupying oneself with trivial matters on account of essential matters that should occupy the top of our priorities, corruption and evils which afflicted and still afflict the nation because of the absence of the legitimate priorities. The subject has been dealt with in two sections. In the first section the definition and need of legitimate control were provided, in the second section the legitimate controls that govern the advancement of one work over the other were reviewed.
