|f The concept of e-government has emerged recently because of its application in many government agencies and ministries and in many countries an important problem has emerged which is the intellectual comprehension of the concept of e-government by workers in governmental agencies and citizens and the lack of issuing legislation and laws governing electronic transactions and the absence of an electronic signature regulating electronic transactions. The success of e-government programs varies greatly depending on the context in which they are developed and implemented, and the implementation of e-government may face challenges in any country. Therefore, this study dealt with e-government as one of the contemporary topics at the global level by identifying the challenges and opportunities that affect the success of e-government in the Hashemite Kingdom of Jordan. This study aimed to focus on the challenges facing e-government in the Hashemite Kingdom of Jordan. Research Title: Challenges and Opportunities Affecting E-Government Success in Jordan. Scope of the research: The research focuses on the intellectual comprehension of the concept of e-government by employees in government agencies, ministries and citizens and the absence of issuing legislation and laws organizing e-transactions and the absence of an electronic signature governing e-transactions in Jordan. Research Methodology and Tools: The descriptive survey method was used, and the tools used in the research to collect sources are: books, researches and theses, and the Internet. The sample of the study: it was determined from the selection of the experiments of some employees in government agencies and ministries in e-government in Jordan and it was selected by stratified random method. Some of the results of the study: There is a decline in government services and although the number is still a small number for developed e-services, but the most important issue prevailing in the project is the lack of activation of a number of these services because of their a small number, in addition to the existence of issues related to the structure of the program and the method of its interaction with data centers in different ministries, which makes many services so slow that the beneficiaries do not want to use them as impractical.\nThis abstract translated by Dar AlMandumah Inc. 2018

|a ظهر مفهوم الحكومة الإلكترونية حديثا بسبب تطبيقها في العديد من الأجهزة الحكومية والوزارات وفي العديد من الدول برزت مشكلة مهمة هي الاستيعاب الفكري لمفهوم الحكومة الإلكترونية من قبل العاملين في الأجهزة الحكومية والمواطنين وعدم إصدار تشريعات وقوانين تنظم المعاملات الإلكترونية وعدم وجود توقيع الكتروني ينظم التعاملات الإلكترونية. نجاح برامج الحكومة الإلكترونية يختلف اختلافا كبيرا اعتمادا على السياق الذي يتم وضعها وتنفيذها، وقد تواجه تنفيذ الحكومة الإلكترونية تحديات في أي بلد. لذا تناولت هذه الدراسة الحكومة الإلكترونية أحد الموضوعات المعاصرة على المستوى العالمي من خلال تحديد التحديات والفرص التي المؤثرة على نجاح الحكومة الإلكترونية في المملكة الأردنية الهاشمية، وهدفت هذه الدراسة إلى التركيز على التحديات التي تواجه الحكومة الإلكترونية في المملكة الأردنية الهاشمية. عنوان البحث: التحديات والفرص المؤثرة على نجاح الحكومة الإلكترونية بالأردن. نطاق البحث: يركز البحث على الاستيعاب الفكري لمفهوم الحكومة الإلكترونية من قبل العاملين في الأجهزة الحكومية والوزارات والمواطنين وعدم إصدار تشريعات وقوانين تنظم المعاملات الإلكترونية وعدم وجود توقيع الكتروني ينظم التعاملات الإلكترونية بالأردن. منهج البحث وأدوات البحث: تم استخدام المنهج الوصفي المسحي، كما أن الأدوات التي تم استخدامها في البحث لجمع المصادر هي: الكتب، البحوث و الاطاريح، والأنترنت. عينة البحث: تم تحديد عينه البحث من اختيار تجارب بعض العاملين في الأجهزة الحكومية والوزارات في الحكومة الإلكترونية في الأردن وتم اختيارهم بالطريقة الطبقية العشوائية. بعض من نتائج الدراسة: أن أسباب التراجع في خدمات الحكومة وعلى الرغم من أن العدد مازال قليلا للخدمات الإلكترونية المطورة، ألا أن اهم قضية سائدة في المشروع هو عدم تفعيل عدد من هذه الخدمات على قلة عددها، كذلك وجود قضايا تتعلق بمعمارية البرنامج وكيفية تعامله مع مراكز البيانات في الوزارات المختلفة، مما يجعل العديد من الخدمات بطيئة إلى درجة تصل أن المستفيدين لا يرغبون باستعمالها كونها غير عملية.
