أن بؤرة تركيز أدارة الجودة الشاملة تنصب في مجال تقويم المؤسسة التربوية بما فيها من عمداء ومعاونين بقصد تطويره وتحسينه و اعتبار هذا الأسلوب من الأساليب الحديثة في تقويم المؤسسات بشكل عام والمؤسسات التعليمية بشكل خاص، إذ انه يجعل مناخ الجامعات العراقية مناخا "خصبا" لتدريب العقول وتربية الأجيال والخروج بمخرجات تسهم في تطوير وبناء المجتمع اقتصاديا" واجتماعيا" وإن يوضح رسالة الجامعة ويرفع من معنويات العاملين فيها ويمنحهم فرصة التعبير و يغير مفاهيمهم واتجاهاتهم نحو المهنة، ويهدف البحث الحالي إلى التعرف على: 1-مستوى أدارة الجودة الشاملة لدى عمداء كليات جامعة كركوك. 2-مستوى أدارة الجودة الشاملة لدى معاوني عمداء كليات جامعة كركوك. 3-مستوى أدارة الجودة الشاملة لدى رؤساء أقسام كليات جامعة كركوك. 4-مستوى أدارة الجودة الشاملة لدى تدريسي كليات جامعة كركوك. يقتصر البحث الحالي على عمداء ومعاوني ورؤساء أقسام وتدريسيين كليات جامعة كركوك للعام الدراسي 2016-2017 للدراسات الصباحية، وفد خرج البحث بنتائج من أهمها: أن هناك مستوي جيد لإدارة الجودة الشاملة لدي عمداء ومعاوني وتدرسيسي جامعة كركوك.
