المستخلص: This study aimed to know the desired educational goals that teaching with competencies aims to achieve and know the most significant obstacles and barriers teachers find in implementing educational goals in light of the competencies approach, at the secondary education stage.
The study was conducted in some of the M'Sila Province high schools, specifically on a sample of 21 teachers, who were randomly selected from 95 teachers representing members of the original community during the 2012-2013 academic year.
By relying on the descriptive approach, which is one of the most prominent approaches used in social and psychological studies, and by using a questionnaire proposed by the researcher and after collecting information and data, the results of the study showed the following:
- Most teachers can understand the approach to competencies.
- The learner is the focus of the educational process.
-The lack of sports facilities in the institutions negatively impacts the teachers in applying the approach to competencies.
- The number of students and the lack of hourly volume hinder the work of professors in light of the competency approach.

Cette étude vise à déterminer les objectifs pédagogiques souhaités, que l’enseignement par l’approche des compétences vise à atteindre et aussi connaitre les obstacles les plus importantes que les professeurs trouvent Durant l’application des objectifs d’apprentissage à la lumière de l’approche par les compétences dans l’enseignement secondaire.
-L’étude à été menée auprès de certains lycées de M’sila.
-Précisément sur un échantillon de 21 professeurs ; sélectionnés au hasard parmi 95 professeurs qui représentent les embres de la communauté originale au cours d’année scolaire 2012-2013.
En fonction d’un programme d’étude et d’une approche descriptive qui est l’une des méthodes les plus couramment utilisées dans les sciences sociales et psychologiques et d’après l’utilisation d’un questionnaire proposé par le chercheur suivi de la collecte d’informations et des données, l’étude a montré les résultats suivants:
1- La plupart des professeurs ont la capacité de comprendre l’approche par les compétences.
2- L’apprenant et le centre de l’opération enseignement- apprentissage .
3- Le manque des moyens et les lieus sportifs dans les institutions scolaires a un reflet négatif sur l’application de l’approche par les compétences par les professeurs.
4- Le rand nombre des apprenants et le temps insuffisant entravent le travail des professeurs à la lumière de l’approche par les compétences.


هدفت هذه الدراسة إلى معرفة الأهداف التعليمية المرجوة التي يهدف التدريس بالكفاءات إلى تحقيقها، وكذلك معرفة أهم العراقيل والحواجز التي يجدها الأساتذة في تطبيق الأهداف التعليمية في ظل المقاربة بالكفاءات وهذا بمرحلة التعليم الثانوي.
حيث أجريت الدراسة ببعض ثانويات ولاية المسيلة وبالتحديد على عينة قوامها 21 أستاذ تم اختيارهم بطريقة عشوائية من مجموع 95 أستاذ الذين يمثلون أفراد المجتمع الأصلي وذلك خلال السنة الدراسية 2012-2013.
وبالاعتماد على المنهج الوصفي الذي يعد من أبرز المناهج استخداما في الدراسات الاجتماعية والنفسية، وباستخدام استبيان مقترح من طرف الباحث وبعد جمع المعلومات والبيانات، أظهرت نتائج الدراسة ما يلي:
- أن معظم الأساتذة لهم القدرة على فهم المقاربة بالكفاءات.
- يعتبر المتعلم محور العملية التعليمية.
- نقص الوسائل والمرافق الرياضية في المؤسسات له انعكاس سلبي على الأساتذة في تطبيق المقاربة بالكفاءات.
- عدد التلاميذ ونقص الحجم الساعي يعرقلان عمل الأساتذة في ظل المقاربة بالكفاءات.
