إن رفع نوعية الأداءت التي يقدمها التعليم في أي بلد يقتضي تخليص مجال التربية والتعليم من نقائصه المسجلة لاسيما في النواحي التنظيمية والتسييرية، كما يتفق الباحثون في هذا الإطار ومنهم «R.Zisweller» علـى أن التسيير الجيد للمؤسسات التربوية والتعليمية يتطلب إعتماد وتطوير دائم لبرنامج يسمح بانتقاء وتكييف وتنمية قدرات الهيئة المسيرة، إضافة إلى ما يتطلبه من تحفيز جيد لكل فرد من خلال اعتماد نظام تقييم للأداء والمكافأة الموضوعية تبعا للمساهمة الملموسة في المؤسسة.\n انطلاقا مما سبق ذكره فإن المؤسسات التعليمية خاصة منها الثانوية -باعتباره همزة الوصل بين التعليم المتوسط والتعليم العالي-مطالبة بإيجاد الآليات الكفيلة بالارتقاء بمخرجاتها، إذ أنه لا يكفي جمال الحرم التعليمي وتوفر أنظمة الحاسب الآلي لتحقيق جودة في التعليم إذا لم يكن هناك نظام إداري فعال يساعد المعلم في تعليمه والطالب في تعلمه.\n ومن المناهج الإدارية الحديثة في التسيير نظام إدارة الجودة الشاملة الذي يعتبر اتجاه تطويري معاصر يمثل إطارا محوريا في معظم دول العالم لتقويم الأداء التعليمي وتطويره وضمان تحقيق الفاعلية والكفاية في المؤسسات التعليمية.\n بناء على هذا الأساس، سوف نركز في هذه الدراسة على الأهمية التي يوليها مسؤولو الإدارة بمؤسسات التعليم الثانوي لخصائص جودة مقومات تطبيق نظام إدارة الجودة الشاملة.\n
It is necessary to eliminate the shortcomings in the field of education, especially in it's organizational and managerial aspects, to raise the quality of educational performance in any country. In dis context, researchers, including “R.Zisweller,” agree that the good functioning of educational institutions requires the adoption and permanent development of a program that allows the selection, adaptation, and development of the capabilities of the steering body in addition to that, it requires good motivation for each individual through the adoption of a performance appraisal system and substantive reward based on the concrete contribution to the organization.\nBased on the above, educational institutions, especially secondary schools, as the link between intermediate and higher education, are required to find mechanisms to improve there output as the beauty of the campus, and the availability of computer systems are not enough to achieve quality in education if there is no effective administrative system to help the teacher in his teaching and the student in his learning process.\n\nOne of the modern management curricula is the total quality management system, which is considered a contemporary development trend that represents a central framework in most countries of the world to evaluate and develop educational performance and ensure efficiency and effectiveness in educational institutions.\ntheirfore, we will focus in dis study on the importance that management officials of secondary education institutions attach to the quality characteristics of the components of the implementation of the TQM system.\nThis abstract translated by Dar AlMandumah Inc 2018.
