|f Since the beginning of the twenty-first century, a new communication map has been formed, enabling humanity to enter a new media environment, in which media and communication are mixed. In light of media openness, rapid and increasing developments in the movement of information and communication technologies, new means and forms of media emerged, which were not familiar, and are known as electronic media, whose names, applications, and features are unique from the traditional media. Those applications and means created a wide space of freedom, and everyone started writing, publishing, and commenting about various events and for various issues. |a منذ بداية القرن الحادي والعشرين، تشكلت خارطة تواصلية جديدة، مكنت البشرية من دخول بيئة إعلامية جديدة، يمتزج فيها الإعلام بالاتصال، ففي ظل الانفتاح الإعلامي، والتطورات السريعة والمتزايدة في حركة تقنيات الإعلام والاتصال، ظهرت وسائل وأشكال إعلامية جديدة، لم تكن مألوفة، عرفت بالإعلام الالكتروني، الذي تعددت تسمياته وتطبيقاته، وسماته، التي انفردت بها عن وسائل الإعلام التقليدية المتعارف عليها، تلك التطبيقات والوسائل التي أتاحت فضاءً واسعاً من الحرية، وأصبح من هب ودب يكتب وينشر، ويعلق عن مختلف الأحداث، لمختلف القضايا، هذه الحرية التي حملت معها في المقابل مخاطر متعددة، تمس الفرد والمجتمع.

|d Depuis le début du XXIe siècle, une nouvelle carte de communication, s'est formée, permettant à l'humanité, d'accéder à un nouveau d'environnement informatique, ou l'information se mélange à la communication compte, tenu de l'ouverture des médias, et l'évolution rapide et progressive, des mouvements technologiques d'information, et de communication, de nouveaux moyens, et formes d'information, non habitués auparavant, connu par les médias électroniques, d’où leurs noms, applications et caractéristique sont multiples les distinguant des autres moyens traditionnelles, reconnus habituellement, ont permis à un vaste espace de liberté, dont quiconque puisse écrire, publier, et commenter les différents événements, Cette liberté a été accompagnée par plusieurs risques qui touchent l'individu et la société.
