تعد المواطنة واحدة من أكثر القيم الاجتماعية والأخلاقية أهمية خاصة قي الحياة المدنية، ويؤكد التربويون أن تنمية المواطنة لدى التلاميذ يعد من أهم سبل مواجهة تحديات وتطورات المستقبل، لذا فإن إكسابهم قيم المواطنة ومهاراتها يعد الأساس للمشاركة الإيجابية والفعالة في مجالات التنمية المختلفة داخل المجتمع وخارجه. وواقع مناهج الدراسات الاجتماعية يشير إلى قصور واضح قي تناول قيم المواطنة وتقبل الآخر بالمناهج الحالية؛ حيث تم إدراج بعضها على مستوى الأهداف فقط وأهمل بعضها الآخر كالمسئولية الاجتماعية والتعايش مع الآخر والحرية، وأن ما تم إدراجه من قيم على مستوى الأهداف لم ينعكس على مستوى المحتوى لذلك يجب أن تنعكس على الأهداف والمحتوى والطرق والوسائل والأنشطة وأساليب التقويم؛ وهو ما لم يتم إدراجه في مناهج الدراسات الاجتماعية الحالية. وعليه تمثلت مشكلة البحث في وجود قصور لدى معظم تلاميذ المرحلة الإعدادية في تملكهم قيم المواطنة وعدم قدرتهم على تقبل الأخر، وتفرع من السؤال الرئيس ثلاث أسئلة فرعية وتم صياغة أربع قروض، وتم التحقق متها من خلال تطبيق اختبار قيم المواطنة ومقياس الاتجاه تحو تقبل الآخر واستخدام استراتيجية المناقشة الجماعية أثناء تدريس وحدة "الصراع العربي الإسرائيلي". وأشارت أهم نتائج البحث إلى فاعلية استخدام استراتيجية المناقشة في تنمية قيم المواطنة وتقبل الآخر. هذا ويتضمن البحث عددا من التوصيات والمقترحات التربوية.
Citizenship is one of the most important social and moral values, especially in civic life, educators emphasize that the development of citizenship among students is one of the most important ways to meet the challenges and future developments, Therefore, the values and skills of citizenship is the basis for positive and effective participation in different areas of development within and outside society. The reality of the curricula of social studies indicates a clear failure to address the values of citizenship and acceptance of the other in the current curricula. Some of them Have been included only at the level of goals and others have been neglected, such as social responsibility, coexistence and freedom, the inclusion of the values at the level of objectives is not reflected in the level of content, so it should be reflected on the objectives, content, methods, activities and evaluation; which is not included in the current social studies curricula. The problem of research was that there was a deficiency in most middle school students' in having citizenship values and their inability to accept the other. Three sub-questions were separated from the main question, and four hypotheses were formulated and verified by applying the test of citizenship values, the scale of attitude toward accepting the other and using group discussion strategy while teaching the "Arab-Israeli Conflict" unit. The main results of the research indicated the effectiveness of using the discussion strategy in developing the values of citizenship and accepting the other Finally, the research included educational recommendations and suggestions.
