استهدف البحث الحالي التوصل لمقترحات من شأن الأخذ بها تطوير واقع الدرجات التعاونية الدولية المشتركة بجمهورية مصر العربية. واعتمد البحث الحالي على المنهج المقارن؛ نظراً لملاءمته لطبيعة البحث وهدفه. وقد توصل البحث الحالي للنتائج العامة التالية بشأن برامج الدرجات التعاونية الدولية المشتركة: 1- أنها من بين أحدث الصيغ والاتجاهات في مجال تقديم برامج درجات التعليم العالي. 2- أهميتها كإحدى آليات تدويل التعليم العالي ورفع جودة مؤسساته وبرامجه، وزيادة ظهورها في الدوائر الإقليمية والدولية. 3- أنها تكون على المستويات الأكاديمية المختلفة، وأهمها الدراسات العليا البحثية. 4- عدم اقتصار التعاون على الجامعات الأكثر تميزاً، فالتعاون بين الجامعات الأقل تميزاً له فوائده، بشرط أن يكون لديها ما تقدمه. 5- أنه يُفضل دعمها من المؤسسات الإقليمية لدعم المسيرة السياسية والاقتصادية لإقليمها. 6- أنه يفضل دعمها من المؤسسات المجتمعية ذات الاهتمام، لما لذلك من فوائد للطرفين. 7- أن الالتحاق بتلك البرامج الدولية يتم على أساس تنافسي من خلال منح دراسية أو بمصروفات، نظراً لتميز المستقبل التوظيفي لخريجيها. 8- أن جودتها مهمة لنجاحها واستمرارها، وذلك من خلال بناء آليات مؤسسية أو وطنية أو دولية 9- أن أساليب حوكمتها تعتمد على مدى اتساع عضويتها وتعقيد برامجها، بحيث تتراوح بين مجالس متباينة المهام إلى عدد محدود من المسئولين عنها. 10- أن جودة الحراك الأكاديمي بين المؤسسات يسهم بشكل كبير في جودة البرامج ونجاحها في تحقيق أهدافها. كما توصل البحث لمجموعة من المقترحات لتطوير واقع تلك البرامج بجمهورية مصر العربية، أهمها: 1. أن تصبح برامج الدرجات التعاونية الدولية توجهاً أساسياً في استراتيجيات مؤسسات التعليم العالي بمصر. 2. سعي الكليات المختلفة للانضمام إلى البرامج بالتخصصات والموضوعات ذات الاهتمام من بين برامج إراسموس ماندوس Erasmus Mundus، وفي هذا الإطار يقترح سعي كلية الدراسات العليا التربوية بجامعة القاهرة للانضمام إلى برنامج الماجيستير في البحث والإبداع في التعليم العالي، كإحدى الجامعات العربية والأفريقية، أسوة بما فعلت الهند. 3. إنشاء برامج درجات تعاونية دولية في التخصصات المختلفة مع المؤسسات الإقليمية والدولية، وفي هذا الإطار، يقترح إنشاء برنامج الماجيستير المشترك في إدارة التعليم العام Joint Master in General Education Management (JMGEM).
The current research aims at presenting proposals that, when being applied, would develop the reality of (international collaborative) Joint degrees in the Arab Republic of Egypt. The current research depends on the comparative approach, due to its relevance to the nature and purpose of the research. The current research has reached to the following general findings on (International Collaborative) Joint Degree Programs: 1. They are among the latest trends in higher education degree programs 2. Their importance mechanisms for the internationalization of higher education, the improvement of the quality of its institutions and programs, and increase its visibility at the regional and international levels. 3. They are available at different academic levels, mostly at graduate research degree levels. 4. Not only cooperation with the most distinguished universities benefits, but also cooperation with less privileged ones does, provided that they have what they can offer. 5. It is preferred that they are supported by regional institutions as the (International Collaborative) Joint Degree Programs can support the political and economic march of its region. 6. It is preferred that they are supported by societal institutions of interest, because of the benefits both parties can get. 7. Enrollment in such international programs is conducted on a competitive basis, because of the distinguished employment prospects. 8. Their quality is important for their success and sustainability. 9. Their governance depends on the breadth of its membership and the complexity of its programs, ranging from boards with different tasks to a limited number of individuals. 10. The quality of academic mobility among the institutions contributes significantly to the quality of programs and their success in achieving their objectives. The Current research has also reached to a number of proposals, they are: 1- International collaborative Joint degree programs should become a fundamental trend in the Egyptian higher education institution strategies. 2- The various faculties should seek memberships in the Erasmus Mundus Program with specializations and topics of interest. 3- Establishing new international collaborative Joint degree programs in different disciplines with regional and international partner institutions. In this context, it is proposed to establish the Joint Master in General Education Management (JMGEM) Program.
