المستخلص: The importance of this study lies in highlighting the role of advanced universities in increasing the degree of communication between them and production institutions based on modern models commonly used, including science cities and parks, technology incubators, centers of excellence, and high international industrial communities.
However, the most important thing about this communication is the shift of attention and focus on intangible assets, foremost among which is intellectual and cognitive work (the formation of human capital), which gives the institution a competitive advantage.
In order to achieve this, we tried to address the dimensions of the subject, starting with highlighting national policies for investment in higher education and ways to develop human skills, in addition to presenting models for some universities in developed countries.

تكمن أهمية هذه الدراسة في إبراز دور الجامعات المتقدمة في زيادة درجة التواصل بينها وبين مؤسسات الإنتاج، بناءً على نماذج حديثة شاع استخدامها مستحدثة مدن وحدائق للعلوم، حاضنات للتقنية، مراكز للتميز وتجمعات صناعية عالمية عالية.
إلا أن أهم ما طرأ عن هذا التواصل، هو ذلك التحول من الاهتمام والتركيز على الأصول الغير ملموسة وفي مقدمتها الأعمال الفكرية والعقلية المعرفية، (تكوين الرأس المال البشري)، الذي يكسب للمؤسسة ميزة تنافسية،
من أجل تحقيق ذلك حاولنا تناول أبعاد الموضوع، بدءا بإبراز السياسات الوطنية للاستثمار في التعليم العالي وطرق تنمية المهارات البشرية، بالإضافة لعرض نماذج لبعض جامعات الدول المتقدمة.


L'importance de cette étude est de souligner le rôle des universités avancées dans l'accroissement et le renforcement des relations entre elles et les institutions de production, basé sur des modèles modernes couramment utilisés, innovant des villes et des parcs scientifiques, incubateurs technologiques, centres d'excellence et parcs industriels de classe mondiale.
Cependant, ceci c'est accompagné avec un changement d'intéret, ainsi en accorda plus de valeur aux actifs intangibles, dont les principaux composants sont le travail intellectuel et cognitif (la formation du capital humain), ce qui donnera à l'institution un avantage concurrentiel.
Pour y parvenir, nous avons tenté de traiter les dimensions du sujet, en commençant par souligner les politiques nationales d'investissement dans l'enseignement supérieur et les moyens de développer les compétences humaines, en plus présenter des modèles de certaines universités des pays développés.
