|a هدف البحث إلى إلقاء الضوء على دور قيادات الجامعات الفلسطينية في ضمان جودة الأداء المؤسسي، باستخدام أنموذج مقترح للتحكم في مدخلات وعمليات ومخرجات المؤسسة، باعتبارها المكونات الأساسية للعمليات، فضمان الجودة كما هو متعارف يعتبر من أهم ممارسات القيادة لتحقيق الكفاءة والفاعلية، والتأكد من انسجام هذه الممارسات مع أهداف المؤسسة، ونواتج الأداء المتوقعة، ويقدم هذا الأنموذج تصورا عمليا لكيفية التحكم بالعمليات المتعددة، ومدى تحقق الأهداف المدرجة في الخطة الاستراتيجية للمؤسسة ونسبة الإنجاز، بما يضمن تمكين القيادة من متابعة خططها بشكل مستمر، وتصحيح الانحرافات أثناء سير العمليات، والاستفادة من التغذية الراجعة، ويعالج بذلك مشكلة بحثية تتمثل بضعف سيطرة قيادة المؤسسة على جوانب الأداء داخل جامعاتهم نظرا لأتساع حجم العمل، وتعدد جوانبه وضعف انسجام تقارير الأداء مع الواقع العملي له ومع أهداف المؤسسة، كما يركز على مشكلة متابعة تنفيذ الخطط الاستراتيجية التي أشارت إليها الدراسات السابقة، واتبع البحث المنهج الوصفي التحليلي، كما اتبع المنهج البنائي الذي استخدم لبناء الأنموذج من خلال أداتي المقابلة وورشة العمل، وقد تكون مجتمع الدراسة من الجامعات الفلسطينية في محافظات غزة. وتمثلت عينة الدراسة في المسؤولين عن الأداء الكلي في الجامعات الفلسطينية، وقد قدمت الدراسة مجموعة من النتائج التالية: بيان دور القيادة الفاعلة في الجامعات الفلسطينية. تقديم الأنموذج المقترح لتعزيز دور القيادات متمثلا في عناصر الأنموذج، بداية بوضع الخطة الاستراتيجية وصولا إلى عملية التقييم والمراجعة، وتطبيق الأنموذج المقترح باستخدام تقنيات التحليل والبرمجة ببيان متطلبات تطبيق الأنموذج وخطوات ومراحل التطبيق.

|b The aim of the research was to shed light on the role of the Palestinian university higher management in ensuring the quality of the institutional performance using a proposed model to control the inputs, processes and outputs of the institution, being the main components of the operations. Quality assurance is considered one of the most important leadership practices to achieve efficiency and effectiveness, and to ensure these practices are in line with institutional objectives and the expected performance outputs. This model provides a practical perspective on how to control multiple operations and achieve the objectives listed in the strategic plan of the institution and the percentage of completion, in order to enable the leadership to follow up its plans continuously and make use of the feedback. The model may also address the problem of higher management’s poor control over performance aspects due to the wide scope of work, its multiple aspects, the poor performance, performance reports, operational reality and the objectives of the institution. It also focuses on the problem of following up the implementation of the strategic plans. The study followed the analytical descriptive method, as well as the structural method used to construct the model through the interview and workshop tools. The study population included Palestinian universities in Gaza governorates, and the sample of the study consisted of officials responsible of overall performance in the Palestinian universities. The study revealed the following results: 1) the role of effective leadership in Palestinian universities and 2) the proposed model for enhancing the role of leadership in the form of elements of the model from the development of the strategic plan to the evaluation and review process, and using analysis and programming techniques in order to implement the model.
