المستخلص: ما يزال قطاع الحليب في الجزائر منذ مدة طويلة غير قادر على تلبية جميع احتياجات السكان التي هي في ازدياد مستمر؛ مما أدى إلى استيراد كميات كبيرة من منتجات الألبان لتغطية العجز الوطني وهذا من بين أهم أسباب التبعية للسوق الخارجية. هذا الوضع المتأزم الذي يعيشه القطاع قد يكون نتيجة غياب رؤية طويلة الأجل, عقلانية وشاملة تهدف إلى تنمية القطاع.
نتبع في هذا المقال النهج الاستشرافي، بغرض تحليل ديناميكيات تطور قطاع الحليب في الجزائر بحلول عام 2030، وهذا التحليل هو الخطوة الأولى للدراسة الاستشرافية، ويستند إلى التحليل الهيكلي باستخدام برنامج MICMACتمكنا من خلال هذه الدراسة من تحديد أهم العوامل المتعلقة. بتطوير قطاع الألبان في الجزائر وهي زيادة الإنتاجية لكل بقرة، وإعادة تنشيط عملية جمع الحليب (رابط رئيسي في هذا القطاع)، تحسين إنتاج العلف، وتأمين الإمدادات. وضمان الصحة العامة.


The milk sector in Algeria still has been unable to meet all the needs of the population which is continuously increasing. This constant increase in the population led to the import of large quantities of dairy products to cover the national deficit. This is one of the main reasons for dependency on the foreign market. This difficult situation that the milk sector experiences may be the result of the absence of a long-term, rational and comprehensive vision aimed at developing the sector.
In this article, we follow the forward-looking approach to analyze the dynamics of the milk sector development in Algeria by 2030. This analysis is the first step towards the forward-looking study. It is based on the structural analysis by using the MICMAC program. In this study, we managed to identify the most important factors related to the development of the dairy sector in Algeria, which increases the productivity per cow, reactivates the milk collection process (a key link in this sector), improves the fodder production, and secures supplies and ensures public health.
