المستخلص: هدفت الدراسة الحالية إلى التعرف على مستويات المشاركة في صناعة القرار التربوي في مدارس الهيئة الملكية بينبع، ومعرفة ما أن كان هناك فروق دالة إحصائياً عند مستوى 0.05 حول مستويات المشاركة في صناعة القرار بمدينة ينبع الصناعية تبعاً لاختلاف طبيعة العمل، ووضع تصور مقترح لآليات تفعيل المشاركة في عملية صناعة القرار التربوي في المؤسسات التعليمية. استخدم الباحث المنهج الوصفي التحليلي والاستبانة لجمع البيانات والتي تضمنت مستويات المشاركة في صناعة القرار التربوي، تكونت عينة الدراسة من 32 فرداً منهم 14 مشرفاً تربوياً و18 قائد مدرسة. وأسفرت نتائج الدراسة إلى أن القادة التربويون يمارسون مبدأ المشاركة في صنع القرار بدرجة متوسطة، وأن أكثر مستويات المشاركة في صناعة القرار ممارسة هي دعوة القائد المرؤوسين لعقد اجتماع لاستطلاع آراء ومقترحات المرؤوسين ثم يتخذ قراره بعد ذلك في ضوئها، في حين أن أقل مستويات المشاركة في صناعة القرار ممارسة هي نقل مسئولية صنع القرار إلى المجموعة والعمل قائداً لها مشاركاً في المناقشات والمداولات تاركاً سلطة اتخاذ القرار للمجموعة، كما لم توجد فروق دالة إحصائياً عند مستوى 0.05 بين آراء المشرفين التربويين وقادة المدارس حول ممارسة مبدأ المشاركة في صناعة القرار التربوي تبعاً لطبيعة العمل. وتأسيساً على ذلك قام الباحث ببناء تصوراً مقترحاً لآليات تفعيل مبدأ المشاركة في صناعة القرار التربوي باستناد إلى ثلاث محاور هي الاستعداد والجدوى الكلفة.

The current study aimed to identify the levels of participation in educational decision making in the Royal Commission's schools in Yanbu. It also seeks to find out whether there were statistically significant differences at the level of 0.05 on the levels of participation in decision-making in Yanbu Industrial City, depending on the different nature of the work. The study further aims to develop a proposed concept of mechanisms for activating participation in the process of educational decision-making in educational institutions. The researcher used the descriptive and analytical approach to collect data, which included the levels of participation in educational decision-making. The study sample consisted of 32 individuals, including 14 educational supervisors and 18 school leaders. The study results found that educational leaders practised the principle of moderate participation in decision-making. The most practised level of participation in decision-making is the leader inviting the subordinates to convene a meeting to solicit their views and proposals, and then, in light of these proposals and views, make his decision. At the same time, the lowest level of participation in decision-making is the transfer of decision-making responsibility to the group and act as its leader participating in discussions and deliberations, leaving decision-making authority to the group. There were also no statistically significant differences at the 0.05 level between the views of educational supervisors and school leaders on the practice of participation in educational decision-making depending on the nature of the work. Based on this, the researcher built a proposed concept of mechanisms for activating the principle of participation in educational decision-making based on three themes: readiness, feasibility, and cost.
