المستخلص: تهدف هذه الدراسة إلى اقتراح آليات عملية لتقويم برامج الدراسات العليا، من أجل التطوير والارتقاء بهذه البرامج، بما يتناسب مع التطورات العالمية في حقل الدراسات العليا، نظرا لما لبرامج الدراسات العليا من أهمية بالغة في الارتقاء بالعملية التعليمية والنهوض بالمجتمعات، ولأن تقويم برامج الدراسات العليا في الجامعات يعد مدخلا أساسيا من مدخلات التطوير والتحديث، ويؤدي في النهاية إلى تطوير العملية التعليمية والبحثية. وللوصول إلى هذا الهدف تبدأ الدراسة بعرض واقع برامج الدراسات العليا في الجامعات، من أجل استكشاف حقيقة هذه البرامج، ودراسة الإيجابيات والسلبيات والمشاكل والمعوقات التي تعترض تطورها وتقدمها، ومن ثم تحاول الدراسة وضع آليات وخطوات عملية لتقويم هذه البرامج. وتخلص الدراسة إلى أنه من الممكن تطوير برامج الدراسات العليا في الجامعات من خلال الآليات العملية المقترحة والتي يمكن عرضها في أربعة مراحل على النحو الآتي: أولاً: مرحلة الإعداد والتخطيط؛ وتشمل تحديد فريق التقويم وإطار التقويم وحدوده، وتحديد المهام والأطراف المعنية، وكذلك تحديد الحاجات ومصادر المعلومات اللازمة. ثانياً: مرحلة تحديد الأسئلة والأهداف وبناء المعايير: وتشمل وضع الأسئلة التي ستجيب عنها عملية التقويم، وتحديد الأهداف العامة والخاصة لبرامج الدراسات العليا، وكذلك القيام بعملية بناء معايير التقويم. ثالثاً: مرحلة جمع البيانات وتحليلها: وتشمل طرق جمع البيانات عن برامج الدراسات العليا في الجامعة، ومن ثم عملية تحليل هذه البيانات وتفسيرها. رابعا: المرحلة النهائية وإصدار نتائج التقويم: وهي مرحلة الإجابة عن أسئلة التقويم وإصدار نتائج التقويم، وتعتبر من المراحل المهمة والحاسمة في عملية التقويم، ففيها يتم إصدار الحكم على هذه البرامج وهو الهدف الأساس من عملية التقويم.

This study aims to propose practical mechanisms to evaluate the post graduate programs, for the goal of development and upgrading of these programs to meet the global developments in the field of postgraduate studies; for the great importance of the post graduate programs in upgrading the educational process and the advancement of communities, also the evaluation of the post graduate programs at universities considered as an essential part of development and modernization, and eventually leads to the development of the educational process and research. To achieve goal the study starts by presenting the reality of post graduate programs in universities, in order to study the pros and cons, problems and obstacles to its development and progress, and then the study tries to develop practical steps to evaluate these programs. The study concludes that it is possible to develop postgraduate programs in universities through the practical mechanisms proposed which can be viewed in four stages as follows: First Stage: preparation and planning stage: This includes identification of the evaluation team, the scope and boundaries of the evaluation, the tasks and the concerned parties in these tasks, as well as identifying needs and sources of information necessary. Second Stage: the stage of identifying the questions and goals and building standards: and it includes putting the questions that will be answered by the evaluation process, and to identify general and specific objectives of the post graduate programs, as well as to the process of building evaluation criteria. Third Stage: data collection and analysis: This includes methods of data collection for post graduate programs at the university, and then the process of analyzing these data and its interpretation. Fourth Stage: the final stage and the issuance of the evaluation results: a stage to answer evaluation questions and produces the evaluation results. It is one of critical stages and milestones in the evaluation process because it includes the conclusion on such programs which is the main objective of the evaluation process.
