المستخلص: The researcher studied the reality of the strategic planning at Shaqra University and its external environment, including its opportunities and challenges. The problem of the study was to identify the methodology used in the University and its colleges and the suitability of it to deal with the opportunities, challenges and the associated uncertainty in the external environment of the strategic plan. Depending on the Analytical Descriptive Approach, this study came to a number of results, including: The directions of the University’s leaderships need to deal with the uncertainty in the environment of the strategic planning practicing and to develop with the building of the desire to bring about change and development in accordance with the characteristics of the uncertainty. There is weakness in the basic factors for building and developing useful and strong strategic partnerships with distinguished institutions and companies that participate and benefit in the practice of the strategic planning at the University. There are also many weaknesses in the directions of the University’s leaderships and faculties about the internal environment, which creates constraints in the practice of the strategic planning in the allocation and use of its resources, the development of the returns of its services and activities, and on the University’s capabilities to benefit from the potential strategic partners’ abilities and recourses. The lack of enthusiasm in the implementation phase of the plan was also seen as a clear weakness in the practice of the strategic planning at the University and its colleges, and that there is a clear need to address the phenomenon of the decreasing enthusiasm of the University’s employees and colleges starting in the implementation stage, as one of the basic stages in the practice of the strategic planning.

تناول الدراسة متطلبات تفعيل مدخل التخطيط الاستراتيجي في مؤسسات التعليم العالي بالمملكة العربية السعودية وكانت الدراسة ميدانية على جامعة شقراء، وتمثلت مشكلة الدراسة في التعرف على المنهج المستخدم في الجامعة وكلياتها ومدى مناسبته للتعامل مع الفرص والتحديات، وما يرتبط بها من عدم التأكد في البيئة الخارجية للخطة الاستراتيجية وبالاعتماد على المنهج الوصفي التحليلي توصلت الدراسة إلى عدد من النتائج منها؛ تحتاج توجيهات قيادات الجامعة للتعامل مع عدم التأكد في بيئة ممارسة التخطيط الاستراتيجي وإلى التطوير مع بناء الرغبة في إحداث التغيير والتطوير بما يتوافق وخصائص عدم التأكد. ضعف مقومات بناء وتنمية شراكات استراتيجية مفيدة وقوية مع مؤسسات وشركات متميزة تشارك وتفيد في ممارسة التخطيط الاستراتيجي بالجامعة. كما يوجد العديد من نقاط الضعف في توجهات قيادات الجامعة وكلياتها بشأن البيئة الداخلية بما ينشئ قيودا في ممارسة التخطيط الاستراتيجي في تخصيص واستخدام مواردها وتنمية العوائد من خدماتها وأنشطتها وعلى قدرات الجامعة للاستفادة مما لدى الشركاء الاستراتيجيين المحتملين من إمكانيات وموارد. كما تم التوصل إلى أن تناقص الحماس في مرحلة تنفيذ الخطة يمثل نقطة ضعف واضحة في ممارسة التخطيط الاستراتيجي في الجامعة وكلياتها، ووضوح الحاجة إلى معالجة ظاهرة تناقص الحماس لدى منسوبي الجامعة وكلياتها في مرحلة التنفيذ كأحد المراحل الأساسية في ممارسة التخطيط الاستراتيجي.
