المستخلص: شهد قطاع التعليم العالي ثورة فى عدد مؤسساته والطلبة الملتحقين به مما أثر على مستوى خريجيه ووسع الفجوة بين متطلبات سوق العمل وكفاءة الخريجين، وبغية تقليص الفجوة سعت هذه المؤسسات إلى ضمان جودة مخرجتها ووضع معايير أكاديمية لتطبيق الجودة الشاملة فيها.
جاءت الدراسة لتوضيح مفهوم إدارة الجودة الشاملة في التعليم العالي ودراسة عدد من التجارب العالمية الرائدة في تطبيق هذا المبدأ للخروج بمقترح يسمح بتحسين وتطوير هذه المؤسسات فى الجزائر، وخلصت هذه الدراسة إلى أن هناك حاجة ماسة لتطبيق نظام الجودة الشاملة في التعليم العالي للوصول إلى التميز الأم الذي لن يتأتى في الجزائر إلا بإنشاء هيئة مستقلة مهمتها وضع برامج واستراتيجيات بهدف ضمان تطبيق إدارة الجودة الشاملة في مؤسسات التعليم العالي.


Le secteur de l'enseignement supérieur a connu une augmentation dans le nombre des institutions et des étudiants ce qui a affecté le niveau de ses diplômés, et élargi le fossé entre les exigences du marché du travail et les compétences acquissent, afin de réduire cet écart ; ces institutions ont cherché à assurer la qualité de ces diplômés et la mise en place des critères pour l'application de la qualité total.
Cette étude a pour but de clarifier le concept de la gestion de qualité dans l'enseignement supérieur et d'étudier quelque expériences qui applique ce principe pour arrivés à une proposition qui permet d'améliorer et développer ces institutions dans l’Algérie, on a conclue qu’ il y’a une grande nécessite pour mettre en oeuvre un système de la qualité totale dans l'enseignement supérieur pour aboutir à l'excellence, qui ne serait possible en Algérie, sauf après la création d'une organisation indépendant dont la tâche est d'élaborer des programmes et des stratégies en vue d'assurer l'application de la gestion de qualité dans les institutions de l'enseignement supérieur.


The higher education sector witnessed a revolution in the number of its institutions and students enrolled in it, which affected the level of its graduates and widened the gap between the requirements of the labor market and the efficiency of graduates. In order to reduce the gap, these institutions sought to ensure the quality of their output and set academic standards for the application of total quality.
The study was carried out to clarify the concept of total quality management in higher education and to study a number of leading international experiences in applying this principle to come up with a proposal that allows the improvement and development of these institutions in Algeria. The study concluded that there is an urgent need to apply the total quality system in higher education to achieve excellence that can only be achieved in Algeria by establishing an independent body whose task is to develop programs and strategies to ensure the implementation of total quality management in higher education institutions.
