المستخلص: شهد النظام السياسي الفلسطيني مجموعة من المتغيرات الداخلية، أدت إلى تأزيم بنياته ومؤسساته على المستوى القانوني والسياسي، مما دفع الباحثين في الحقل السياسي الفلسطيني إلى البحث عن بدائل جديدة لإعادة إصلاحه في ظل المطالبات الداخلية والخارجية. ومن هنا جاءت هذه الدراسة كمحاولة لربط وتحليل العلاقة بين التنظيم الانتخابي والإصلاح السياسي كمدخل من المداخل الأساسية لإصلاح واستقرار النظام السياسي الفلسطيني، فأصبح النظر إلى الآلية الانتخابية كمخرج من المخارج المطروحة لحل أزمة النظام السياسي في ظل انسداد أفق الحل في النسق السياسي الفلسطيني. وخلصت الدراسة إلى أن التنظيم الانتخابي المناسب لابد أن يراعى البيئة المجتمعية وظروفه الخاصة، فكل نظام سياسي يختلف تنظيمه الانتخابي طبقاً لمعاييره الخاصة؛ لذلك أوصت الدراسة بضرورة تغير النظام الانتخابي الفلسطيني إلى النظام الفردي بالأغلبية النسبية لما سيحقق من تمثيل حقيقي للمواطنين في مؤسسات الحكم، مع إشراك كافة الفاعلون غير الرسميون داخل النظام السياسي لمناقشة النظام الانتخابي الأنسب والذي يحقق الإصلاح السياسي والوحدة الوطنية.

The Palestinian political system has witnessed a series of internal changes that have led to the aggravation of its structures and institutions on the legal and political levels. This has led researchers in the Palestinian political field to search for new alternatives to reform it under internal and external demands. Hence, this study is an attempt to link and analyze the relationship between electoral organization and political reform as an entry point for the reform and stability of the Palestinian political system. The electoral mechanism became a way out of the proposed solutions to solve the crisis of the political system in light of blocking the horizon of the solution in the Palestinian political arena. The study concluded that the appropriate electoral organization must take into account the community environment and its special circumstances, each political system differs electoral organization according to its own criteria; Therefore, the study recommended that the Palestinian electoral system should be changed to the individual system by the relative majority of what will achieve real representation of citizens in the institutions of government, with the involvement of all non- official actors within the political system to discuss the most appropriate electoral system that achieves political reform and national unity.
