|f The National Agricultural Land Office was inaugurated in 2009, with the issuance of Executive Decree No. 09-339 dated 22/10/2009 amending and supplementing Executive Decree No. 96-87 of 24/02/1996, establishing the National Office of Agricultural Lands. The National Office of Agricultural Lands is a public institution responsible for real estate regulation, operating under the auspices of the Ministry of Agriculture and Rural Development, acting on behalf of the State to achieve the national policy of agricultural real estate.\nThe National Office of Agricultural Lands exercises public utility functions on behalf of the State. In this context, it works on the : \n- The administration of agricultural land belonging to the properties of State; \n- The process of converting permanent usufruct into a lien;\n- The exercise of the right of first refusal on behalf of the State; \n- Control of agricultural real estate transfers and the formation of an information bank.\nThis abstract translated by Dar AlMandumah Inc. 2018

|d La mise en fonction de l’office national des terres agricoles, a vu le jour en 2009 avec la promulgation du décret exécutif n°09-339 du 22 octobre 2009 modifiant et complétant le décret exécutif n°96-87 du 24 février 1996 portant création de l’office national des terres agricoles. L’office national des terres agricoles(ONTA) est un organisme public chargé de la régulation foncière. Il est placé sous la tutelle du Ministère de l’Agriculture et du Développement Rural. L’Office, en tant qu’instrument de l’Etat et agissant pour son compte, a pour mission de mettre en oeuvre la politique nationale foncière agricole. Il est important de savoir que cet organisme exerce des missions d’intérêt général dans le cadre de : - la gestion des terres agricoles du domaine privé de l’Etat ;\n- la gestion des concessions par délégation ;\n- l’exercice de droit de préemption au nom de l’Etat ;\n- le suivi des transactions foncières ;\n- la constitution d’un système d’information.\n

|a تم تنصيب الديوان الوطني للأراضي الفلاحية في سنة 2009، بصدور المرسوم التنفيذي رقم 09-339 المؤرخ في 22/10/2009 الذي يعدل ويتمم المرسوم التنفيذي رقم 96-87 المؤرخ في 24/02/1996، يتضمن إنشاء الديوان الوطني للأراضي الفلاحية.\n يعتبر الديوان مؤسسة عمومية مكلف بالتنظيم العقاري، يعمل تحت وصاية وزارة الفلاحة والتنمية الريفية، يتصرف باسم ولحساب الدولة لتحقيق السياسة الوطنية للعقار الفلاحي.\nيمارس الديوان مهام المنفعة العمومية لحاب الدولة، وفي هذا الإطار يعمل على: \n-\tتسيير الأراضي الفلاحية التابعة للأملاك الخاصة للدولة؛ \n-\tتسيير ملف تحويل حق الانتفاع الدائم إلى حق امتياز؛\n-\tممارسة حق الشفعة لحساب الدولة؛ \t\n-\tالرقابة على التحويلات العقارية الفلاحية وتشكيل بنك معلومات.
