المستخلص: يعتبر النمو الهائل الذي تعرفه تكنولوجيا المعلومات والاتصال أحد العوامل التي ساهمت في تطور التعليم الإلكتروني والتعليم عن بعد، يستفيد منها المدرسون والطلبة المبصرون والمكفوفون بأشكال متفاوتة، فقد أخذت الأبحاث والدراسات التربوية تركز حديثاً على دول الوسائل التقنية في مجال التربية الخاصة، لما لها من أثر في تنمية العملية التعليمية، وإشباع حاجات المعاق فكان توظيف تكنولوجيا التعليم هو الحل المعاصر لمقابلة حاجات التربية الخاصة.
