المستخلص: يهدف البحث إلى التعرف على العلاقة بين اللامركزية الإدارية في مدارس الحلقة الثانية من التعليم الأساسي وعلاقتها بأبعاد بالشفافية الإدارية من وجهة نظر مديري المدارس، والتعرف أيضا إلى خبرات بعض الدول الأجنبية الرائدة في مجال تطبيق اللامركزية الإدارية، اعتمدت الباحثة على المنهج الوصفي التحليلي، وأعدت استبانتين؛ الاستبانة الأولى مؤلفة من (30) بندا خاصة بممارسة مديري المدارس اللامركزية الإدارية، وفي المقابل تشتمل الاستبانة الثانية على (33) فقرة خاصة بإبعاد الشفافية الإدارية في مدارس الحلقة الثانية من التعليم الأساسي، تندرج في ثلاثة محاور، ثم عالجت الفرضيات تلك الممارسات الإدارية، ومدى تحققها وفقا لمتغير الجنس، المؤهل العلمي، إضافة إلى متغير سنوات الخدمة، وقد توصل البحث إلى: سيادة المركزية على الإدارة المدرسية، وتحقق الشفافية الإدارية بدرجة توفر كبيرة؛ وفق الأبعاد الثلاثة؛ (الاتصال الإداري،، المساءلة الإدارية، نظم المعلومات). ونسبة تحققها كبيرة من وجهة نظر مديري المدارس، ولم تبن النتائج وجود فروق ذات دلالة إحصائية بين متوسطات تقديرات مديري مدارس الحلقة الثانية من التعليم الأساسي على استبانة اللامركزية الإدارية تبعا لكل، من متغيري الجنس، وسنوات الخدمة، في حين كانت الفروق دالة إحصائيا لصالح المديرين من حملة دبلوم التأهيل التربوي فأعلى وجود فروق دالة إحصائيا بين متوسطات تقديرات مديري مدارس الحلقة الثانية من التعليم الأساسي على استبانة الشفافية الإدارية تبعا لكل من متغير الجنس لصالح الذكور، ومتغير سنوات الخدمة لصالح ذوي الخدمة :(أكثر من 10 سنوات)، ومتغير المؤهل العلمي لصالح حملة شهادة دبلوم التأهيل التربوي فأعلى. - وبناء على نتائج البحث قدمت الباحثة مجموعة من التوصيات والمقترحات تتعلق بضرورة اعتماد نظام لا مركزي في العمل، وتعزيز الالتزام بالشفافية الإدارية، وضرورة إجراء المزيد من الدراسات في هذا المجال.

The goal of the research is to identify the relationship between the decentralization of educational management in the schools of the second cycle of basic education and its relationship to administrative transparency from the viewpoint of school principals, and also to identify the experiences of some foreign countries leading in the application of administrative decentralization, and the researcher relied on the descriptive analytical approach, and prepared two questionnaires The first questionnaire consists of (30) items related to the practice of school administrators of administrative decentralization, and in contrast, the second questionnaire contains (33) items related to excluding administrative transparency in schools in the second cycle of education. The basic, they fall into three axes, then the hypotheses dealt with these administrative practices, and the extent of their achievement according to the gender variable, the educational qualification, in addition to the variable of years of service, and the research has reached to: the central rule over the school administration, and the verification of the three dimensions: (Administrative contact, administrative accountability, information systems). The percentage of its verification is large from the viewpoint of school principals, and the results did not show a statistically significant difference between the mean of school principals estimates for the second cycle of basic education on the questionnaire of administrative decentralization according to both sexes and service years, while the differences were statistically significant in favor of the principals from Educational qualification diploma and above, there are statistically significant differences between the mean estimates of school principals for the second cycle of basic education on the questionnaire of administrative transparency according to both the sex variable for the benefit of males, and the variable of years of service for the benefit of Service: (more than 10 years), and the variable academic qualification campaign for the benefit of a diploma qualification or higher education. - Based on the results of the research, the researcher presented a set of recommendations and proposals related to the necessity of adopting a decentralized system of work, and strengthening the commitment to administrative transparency, and the need for further studies in this field.
