المستخلص: هدفت الدراسة إلى الكشف عن واقع التدويل بالجامعات الحكومية السعودية؛ لبناء رؤية مقترحة لتطوير نظام تدويل الجامعات الحكومية السعودية؛ وتم تحليل الوضع الراهن من خلال استخدام مصفوفة التحليل الرباعي نموذج (Swot Analysis)، وتحديد أهم نقاط القوة والضعف؛ وأهم الفرص والتحديات لتدويل الجامعات الحكومية السعودية. تبع ذلك إعداد رؤية مقترحة لتطوير تدويل الجامعات السعودية؛ لتحقيق أهداف التدويل بفعالية من خلال إقامة تكامل حقيقي بين الجامعات السعودية والجامعات الدولية المتميزة. وقد كشفت نتائج العرض والتحليل اهتمام وزارة التعليم بالمملكة بتفعيل التعاون الدولي في الجامعات، ووجود دعم من القيادة العليا لتدويل الجامعات والذي قد أشير له في بعض بنود نظام الجامعات الجديد، وفي رؤية المملكة (2030). وأن أهم الفرص لتطوير تدويل الجامعات الحكومية السعودية هي الشراكات مع الجامعات المتميزة في البرامج والمبادرات. وأهم التحديات التي تواجه تدويل الجامعات الحكومية السعودية: ضعف توافق متطلبات الحراك التعليمي بين الدول حيث تظهر ضرورة أن تتوافق أطر المؤهلات الوطنية؛ أو تكون قابلة للمقارنة مع نظيراتها في الدول الأخرى. وزيادة المنافسة العالمية في جذب الخبراء وأعضاء هيئة التدريس المتميزين. وأن التدويل متطلبا ضروريا لجودة التعليم بالجامعات ولتعزز قدرتها على التجاوب مع المتطلبات العالمية؛ والتفاعل مع محيطها الإقليمي والدولي.

The research aimed to identify the status of the Internationalization system of universities in Saudi public universities in order to build a proposed vision for the development of internationalization of Saudi public universities. The current situation was analyzed by using the SWOT Analysis matrix, identifying the most important strengths and weaknesses, and the most important opportunities and challenges to the system of internationalization of Saudi public universities. This was followed by preparing a vision for the development of the internationalization of Sauai universities, and effectively achieving the goals of internationalization by establishing real integration between Saudi universities and distinguished international universities. The results showed the interest of the Ministry of Education in the Kingdom of Saudi Arabia to activate international cooperation in Universities. The support of the higher leadership for the internationalization of University, was also needed and has been referred to in some provisions of the new universities system, and in Vision 2030 in included the entry of a number of public universities into the international rankings, and their achievement of advanced positions in the Arab world, The most important opportunities for developing the system of internationalizing in Saudi public universities are partnerships with distinguished universities in programs and initiatives. The most important challenges facing the system of internationalization of Saudi public universities: The lack of compatibility of the requirements of educational mobility between countries as it appears that the national qualifications frameworks must be compatible or are comparable to their counterparts in other countries as well as the increase of global competition in attracting experts and distinguished faculty members. Internationalization is a necessary requirement for the quality of education in universities and to enhance their ability to respond to global requirements, and to interact with their regional and international surroundings.
