المستخلص: يهدف هذا البحث إلى التعرف على مدى جاهزية القطاع العام بالمملكة العربية السعودية للابتكار في الأبعاد التالية: قيادة واستراتيجية الابتكار، ثقافة وبيئة الابتكار، نظام إدارة الابتكار، ممكنات الابتكار، الروابط والشبكات، نتائج وأثر الابتكار على منظمات القطاع العام، وعلى أبرز محفزات البيئة الداخلية والخارجية لتبني الابتكار، وأهم التحديات التي تحول دون ذلك .ولتحقيق أهداف البحث؛ تم الاعتماد على المنهج الوصفي المسحي من خلال أداة جمع البيانات الاستبانة والتي وزعت على عينة غرضية بلغت (385) مفردة من القطاعات العامة التالية: الصحة، التعليم، الطاقة، البيئة والمياه والزراعة، الشؤون البلدية والقروية والإسكان، النقل والخدمات اللوجستية. وتوصل البحث لعدد من النتائج من أهمها: جاءت جاهزية القطاع العام بالمملكة العربية السعودية للابتكار بدرجة محايد في عمومها وفي كافة أبعادها. تمثل أعلاها في (توجه والتزام القيادة تجاه الابتكار، توفر الممكنات من الموارد الكافية للابتكار) بينما جاءت أوجه القصور في جاهزية الابتكار في (وجود استراتيجية واضحة ومعلنة للابتكار، وجود برامج وآليات لاكتشاف الموهوبين من الموظفين، وجود نظم رسمية لتوليد الأفكار الابتكارية) كما جاءت موافقة أفراد عينة الدراسة بشكل عام على محور العوامل المحفزة لتبني القطاع العام بالمملكة العربية السعودية للابتكار. وجاءت محفزات البيئة الخارجية بالمرتبة الأولى تمثل أعلاها في وجود تشريعات سياسية عليا على مستوى الدولة للابتكار، في حين جاءت أبرز التحديات التي تحول دون تبني الابتكار في ضعف نظم الحوافز للابتكار. وفي ضوء النتائج يقدم البحث عددًا من التوصيات أهمها: وضع استراتيجية وطنية للابتكار الحكومي، بناء مؤشر حكومي للابتكار، استحداث إدارة وموظف الابتكار في القطاع العام، بناء الشراكات لتطوير الابتكار في القطاع العام، إنشاء حاضنات ابتكار على مستوى المنظمات والدولة.

The aim of this research was to determine the Kingdom of Saudi Arabia’s innovation readiness based on the following criteria: innovation leadership and strategy, innovation culture and environment, innovation management system, innovation enablers, relationships, and networks. This is in addition to the outcomes and impacts of innovation on public sector organizations, and the most prominent stimulants of internal and external innovation environments, as well as the most significant challenges to innovation. Therefore, data for this study was collected via a questionnaire using the descriptive survey approach. A sample of 385 people from the public sectors of health, education, energy, water, housing, and transportation were randomly chosen. The study came up with a few key findings, the most important of which were: the Saudi public sector’s level of innovation readiness was generally neutral across all dimensions, with the highest level shown in the private sector that was represented in (leadership orientation and commitment to innovation, and provision of sufficient resources for innovation). The lack of innovation readiness, on the other hand, was evident in the results which represented in (the existence of a clear and explicit innovation strategy, programs and mechanisms for identifying and recruiting talented employees, and formal systems for developing innovative ideas). In the Kingdom of Saudi Arabia, there was a general agreement among the study population on the need for stimulating factors to enhance the adoption of innovation in the public sector. The external environment stimuli ranked first, with the presence of higher and state level regulations fostering innovation ranking highest. The lack of sufficient incentives for innovation, on the other hand, was one of the most significant challenges to innovative adoption. According to the findings, the research made a number of recommendations, the most important of which were: developing a national strategy for governmental innovation, developing a governmental indicator for innovation, establishing a department for public sector employee innovation, building partnerships for developing public sector innovation, and establishing innovation incubators at the state and organizational levels.
