يتطلب تطبيق مدخل الإدارة المتمركزة حول المدرسة بمدارس التعليم الأساسي بمحافظة المنيا تحقيق المشاركة المجتمعية. فالإدارة المتمركزة حول المدرسة هو المخل الذي تستطيع من خلاله تلك المدارس أن تحقق الأداء المتميز عن طريق استثمار قدراتها الداخلية التي تتمثل في العناصر المادية والبشرية والتكنولوجية وتحسينها بشكل مستمر في ظل رؤيتها وأهدافها الاستراتيجية وتعتبر المشاركة المجتمعية من أهم شروط تطبيق مدخل الإدارة المتمركزة حول المدرسة فالهدف الأساسي من تطبيق مدخل الإدارة المتمركزة حول المدرسة ليس إحلال سلطة متحكمة محلية محل سلطة متحكمة مركزية بل نقل السلطة إلى المستوى المحلى بحيث يصدر القرار من المواطنين ممثلين في مجالسهم المنتخبة ومؤسساتهم المهنية والنوعية ومنظمات المجتمع المدني وبذلك تصبح مشاركة هذه الفئات شرطا أساسيا لتحقيق أهداف مدخل الإدارة المتمركزة حول المدرسة. ومن ثم هدف البحث إلى تبصير مديري مدارس التعليم الأساسي بأهم المتطلبات المتوقع منهم تطبيقها لتحقيق المشاركة المجتمعية الفاعلة على ضوء مدخل المتمركزة حول المدرسة مما يسهم في الارتقاء بالدور المنوط بالمدرسة باعتبارها مركزا للإشعاع الحضاري والثقافي في المنطقة، وتوصل البحث إلى مجموعة من النتائج أهمها إخفاق معظم جهود ومبادرات التحسين المدرسي في مدارس التعليم الأساسي - سواء المبذولة من داخل المدرسة أو من خارجها ومن ثم أوصت الدراسة بضرورة العمل على تحقيق المشاركة المجتمعية الفعالة بمدارس التعليم الأساسي من خلال تطبيق مدخل الإدارة المتمركزة حول المدرسة وآليات القضاء على معوقات تطبيقها.
Implementing the school-centred management approach in basic education schools in Minya Governorate requires community participation. School-centered management is the key to achieving outstanding performance by investing in their internal capabilities, represented by the material, human, and technological elements, and continuously improving them in light of their vision and strategic goals. Community participation is considered one of the most important conditions for applying the school-centred management approach. The primary goal of applying the school-centred management approach is not to replace a central controlling authority with a local controlling authority but to transfer authority to the local level. This ensures that citizens make decisions and are represented in their elected councils, professional and qualitative institutions, and civil society organizations. Thus, the participation of these groups becomes a prerequisite for achieving the goals of the school-centred management approach. Hence, the research sought to enlighten basic education school principals on the most important requirements that they are expected to implement to achieve effective community participation in light of the school-centred approach. This contribution is crucial for improving the role assigned to the school as a centre for civilizational and cultural radiance in the region. The research resulted in several findings, with the most significant being the failure of most school improvement efforts and initiatives in basic education schools, whether undertaken from within or outside the school. Therefore, the study recommends the necessity of working towards achieving effective community participation in basic education schools by applying the school-centred management approach and implementing mechanisms to eliminate obstacles to its application.
