|a تتمحور الدراسة حول مقاربة وإبراز مسار وأهمية الأدوار التي تلعبها تكنولوجيا المعلوميات والاتصال في تحقيق التنمية المستدامة، وما يتطلب معه ضرورة اعتماد توجه استراتيجي لتحديث تدبير الإدارة العمومية من خلال العمل على تأهيل الموظف العمومي، وتشجيع المواطنين لمواكبة الانعكاسات التي أضحت تفرضها الرقمنة. وتبرز كذلك في وضع سياسة عمومية في مجال الرقمنة تتلاءم والمتغيرات التي تعرفها الإدارة العمومية عن طريق توفير المتطلبات المالية التقنية، القانونية، التنظيمية والمؤسساتية، لضمان نجاح استراتيجية الرقمنة بالمغرب، وجعلها لبنة أساسية في مسار تعزيز وتدعيم مجتمع المعرفة وتحديث الإدارة العمومية وتجويد الخدمة العمومية.
|b The study focuses on approaching and highlighting the path and importance of the roles that information and communication technology plays in achieving sustainable development, and what requires with it the need to adopt a strategic approach to modernize the management of public administration by working on the qualification of public servants, and encouraging citizens to keep pace with the repercussions that have become imposed by digitization. It also stands out in developing a public policy in the field of digitization that is compatible with the variables defined by the public administration, by providing the financial, technical, legal, organizational and institutional requirements, to ensure the success of the digitization strategy in Morocco, and to make it an essential building block in the path of strengthening and consolidating the knowledge society, modernizing public administration and improving public service.
