المستخلص: هدفت الدراسة إلى صياغة مجموعة بدائل وآليات إجرائية مقترحة، للسيطرة على التحديات التي أبرزتها الدراسة، والتي تعوق دون تحقق هدف الإتاحة في مرحلة التعليم الأساسي، كهدف رئيس ضمن أهداف استراتيجية التنمية المستدامة، لتقليل الفجوة بين ما هو كائن وما هو مستهدف، ويتفرع من هذا الهدف تحديد الموقف الراهن لما وصلت إلية المنظومة التعليمية، فيما يتعلق بهدف الإتاحة، وعرض أهم الفرص والتحديات التي تحيط بالمنظومة، وأهم نقاط القوة والضعف بداخلها. وفي سبيل الوصول للهدف؛ فقد تم الاعتماد على المنهج الوصفي التحليلي، وذلك بصفة أساسية، ويضاف إلى ذلك أداة التحليل البيئي (SWOT Analysis)، كأحد أدوات التخطيط الاستراتيجي المساعدة، للوقوف على أهم الفرص والتحديات، وبذلك فإن الدراسة تستند إلى منهج متعدد، وليس منهجا مستقلا بذاته. وقد سارت الدراسة وفق خطوات منهجية؛ هي: عرض لأهم الخطط والاستراتيجيات الوطنية في علاقتها بدعم وتعزيز الإتاحة، لا سيما في مرحلة التعليم الأساسي، مع التركيز بصفة خاصة على استراتيجية التنمية المستدامة، وعرض لواقع منظومة التعليم الأساسي كما وكيفا، مع التركيز بصفة خاصة على إشكالية الإتاحة التعليمية، وخلصت إلى عمل تحليل بيئي للمنظومة. وفي ضوء النتائج تمت صياغة مجموعة بدائل وآليات إجرائية مقترحة، يمكن من خلالها تعظيم مكاسب الإتاحة كما وكيفا، بهدف تعزيز الإتاحة بالتعليم الأساسي.

The study aimed to formulate a set of alternatives and proposed procedural mechanisms to control the challenges highlighted by the study, which hinder the achievement of the goal of accessibility at the basic education stage, as a main goal within the goals of the sustainable development strategy, to reduce the gap between what is and what is targeted. This goal includes other sub goals; defining the current position of what the educational system has reached, with regard to the goal of accessibility, and presenting the most important opportunities and challenges surrounding the system, and the most important strengths and weaknesses within it. In order to reach the goal; The descriptive and analytical approach was mainly relied upon, in addition to the environmental analysis tool (SWOT Analysis), as one of the strategic planning tools to help identify the most important opportunities and challenges. Thus, the study is based on a multiple approach, and not an independent approach in itself. The study proceeded according to methodological steps: It is: a presentation of the most important national plans and strategies in their relationship to supporting and enhancing access, especially at the basic education stage, with a particular focus on the sustainable development strategy, and a presentation of the reality of the basic education system in terms of quantity and quality, with a particular focus on the problem of educational access, and concluded with an environmental analysis of the system. In light of the results, a set of alternatives and proposed procedural mechanisms were formulated, through which access gains can be maximized quantitatively and qualitatively, with the aim of enhancing access to basic education.
