|a تهدف هذه الدراسة التي تمت في ستة مستشفيات حكومية ليبية تحت إشراف وزارة الصحة الليبية إلى دراسة وتشخيص مدى وعي العاملين في المستشفيات الحكومية الليبية بأهمية تطبيق مبادئ الجودة الشاملة التي تتميز بما يلي: إدارة رضا العملاء (المريض)، التزام ودعم الإدارة العليا، التحسين المستمر، وكذلك إشراك الموظفين وتمكينهم، كما هدفت إلى بيان دورها في إنتاج منافسة تجعل المستشفيات الليبية تنافس عالميا في المجال الصحي وتقديم خدمات علاجية على مضمار السباق العالمي. كما سعت الدراسة إلى إثبات وجود فروق ذات دلالة إحصائية في تصور الموظفين لأهمية تطبيق المبادئ بالإضافة إلى بيان العلاقة بين بعض المتغيرات الشخصية (الخبرة، المستوى التعليمي، المستوى الوظيفي، الحجم). ولتحقيق أهداف هذه الدراسة تم تصميم استبيان وتوزيعه على عينة من المستشفيات مكونة من ستة مستشفيات تم اختيارها حسب معيار الحجم توصلت الدراسة إلى النتائج التالية: - أظهرت الدراسة أن العاملين في المستشفيات الحكومية الليبية لا يدركون أهمية تطبيق مبادئ إدارة الجودة الشاملة، وأظهرت النتائج تدني مستويات الوعي بكافة مبادئ إدارة الجودة الشاملة. - كما بينت الدراسة وجود فروق ذات دلالة إحصائية في تصور العاملين الحكوميين في المستشفيات الليبية لأهمية تطبيق مبادئ إدارة الجودة الشاملة، وأرجعوا هذه الفروق إلى بعض المتغيرات الديموغرافية مثل (الخبرة، والعمر، والمستوى التعليمي). - توصلت الدراسة إلى عدم وجود فروق ذات دلالة إحصائية في تصور العاملين الليبيين في الأهمية الخاصة لتطبيق مبادئ إدارة الجودة الشاملة تعزى إلى بعض المتغيرات الديموغرافية بالمستشفيات (المستوى الوظيفي، النوع). وبناء على نتائج الدراسة تم تقديم عدد من التوصيات والمقترحات التي تضمنت ما يلي: - حاجة الإدارة العليا إلى الدعم والالتزام بتطبيق مبادئ إدارة الجودة. -بالإضافة إلى تفعيل مشاركة وتدريب الموظفين وفرق العمل لتعزيز مفهوم الجودة في أذهانهم لتحويل الأوراق إلى عنصر أفعال مدروسة. - ترسيخ ثقافة الجودة في ثقافة الدوائر التنظيمية للقطاع الصحي الليبي.
|b This study, which was conducted in six Libyan government hospitals under the supervision of the Libyan Ministry of Health, aims to study and diagnose the awareness of workers in Libyan government hospitals of the importance of applying the principles of total quality, which are characterized by the following: Customer (patient) satisfaction management, commitment and support of senior management, continuous improvement, as well as employee engagement and empowerment, It also aimed to demonstrate its role in producing a competition that would make Libyan hospitals compete globally in the health field and provide treatment services on the global race track. The study also sought to prove the existence of statistically significant differences in the employees' perception of the importance of applying the principles, in addition to showing the relationship between some personal variables (experience, educational level, job level, size). In order to achieve the objectives of this study, a questionnaire was designed and distributed to a sample of hospitals consisting of six hospitals that were chosen according to the criterion of size. The study reached the following results: •The study showed that workers in Libyan government hospitals do not realize the importance of applying the principles of total quality management, and the results showed low levels of awareness of all principles of total quality management. •The study also showed that there are statistically significant differences in the perception of government workers in Libyan hospitals of the importance of applying the principles of total quality management, and they attributed these differences to some demographic variables (such as experience, age, and educational level.) •The study concluded that there were no statistically significant differences in the Libyan workers' perception of the special importance of applying the principles of total quality management, due to some demographic variables in hospitals (functional level, gender.) Based on the results of the study, a number of recommendations and proposals were presented, which included the following: •The need for senior management to support and adhere to the application of the principles of quality management, •In addition to activating the participation and training of employees and work teams to enhance the concept of quality in their minds to turn papers into an element of deliberate actions, •Establishing a culture of quality in the culture of the regulatory departments of the Libyan health sector.
