|a يعد التكوين من أهم الأسس والمقومات التي تحتاجها الإدارة من أجل تقوية قدراتها التدبيرية لضمان انخراطها في دينامية التحديث وحركية الإصلاحات، ومواكبتها للتطورات المتلاحقة بمحيطها سواء تعلق الأمر بالمتغيرات الداخلية أو المؤثرات الخارجية. وعليه حاولنا في هذا المقال الإجابة عن إشكالية العلاقة بين منظومة التكوين الإداري وتنمية القدرات التدبيرية للإدارة العمومية، من خلال مطلبين أساسيين، الأول تطرقنا فيه إلى التأطير المفاهيمي والقانوني لمنظومة التكوين، أما المطلب الثاني فحاولنا من خلاله الحديث عن العلاقة بين منظومة التكوين وتنمية القدرات التدبيرية للإدارة العمومية، من أجل تحقيق أهدافها بشكل ناجع وفعال.
|b Training is one of the most important foundations and components that the administration needs in order to strengthen its management capabilities to ensure its involvement in the dynamics of modernization and reforms, and to keep pace with the successive developments in its surroundings, whether related to internal changes or external influences. Therefore, in this article, we tried to answer the issue of the relationship between the administrative training system and the development of the management capabilities of the public administration through two basic requirements, the first in which we addressed the conceptual and legal framework of the training system, and the second requirement through which we tried to talk about the relationship between the training system and the development of the management capabilities of the administration.
