|a هدفت الدراسة إلى الكشف عن متطلبات تطوير منظومة البحث والابتكار بالجامعات لتحقيق الأولويات الوطنية للمملكة العربية السعودية، واتبعت المنهج الوصفي (المسحي) واستخدمت الاستبانة، وتكون مجتمعها من عمداء البحث العلمي ووكلائهم بجامعات (الملك سعود، الملك عبد العزيز، الإمام عبد الرحمن) والقيادات في (الأمانة العامة لمجلس شؤون الجامعات) و(هيئة تنمية البحث والتطوير والابتكار)، وأظهرت النتائج أن أهم المتطلبات البشرية تمثل في "التزام باحثي منظومة البحث والابتكار في الجامعة بأخلاقيات البحث العلمي"، كما أن أهم المتطلبات المتعلقة بالتشريعات تمثل في "وضع منظومة البحث والابتكار بالجامعة آليات لتحفيز أنشطة البحث والابتكار"، كما أن أهم المتطلبات المتعلقة بالرؤية والأهداف تمثل في "وضع منظومة البحث والابتكار بالجامعة الاستراتيجيات تطوير البحث العلمي"، كما أن أهم المتطلبات المتعلقة بالتمويل تمثل في "زيادة استثمار منظومة البحث والابتكار بالجامعة لمخرجات البحث والابتكار"، كما أن أهم المتطلبات المتعلقة المجتمع تمثل في "دعم القيادات السياسية المحلية لأنشطة البحث والابتكار" حيث تراوح المتوسط الحسابي لهذه المتطلبات من (3,83 -391) بدرجة موافقة عالية.
|b The study aimed to reveal the requirements for developing a preliminary foundation for universities for the national priorities of the kingdom of saudi arabia, and it followed a descriptive (survey) application to be able to make inferences, to get to know its community of deans of scientific research and their deputies at the universities (saudi king, king abdul aziz, imam abdul rahman) and the leaders. In (the general government secretariat) and (the research, development and innovation development authority), the results showed that the most important human requirements are “the commitment of researchers in the university’s research and innovation system to the ethics of scientific research,” and the most important requirements related to legislation are “the university’s research and innovation system establishing mechanisms to stimulate research and innovation activities, the most important requirements related to the vision and goals are “establishing the university’s research and innovation system for strategies for developing scientific research,” and the most important requirements related to funding are “increasing investment in the university’s research and innovation system for research and innovation outcomes,” and the most important requirements related to society are “ “support local political leadership for research and innovation activities.” The arithmetic mean of these requirements ranged from (3.83-391) with a high degree of agreement.
