The purpose of the study is assess the Performance Evaluation Systems (PES) based on characteristics derived from the human resources and organization learning literatures. The study used nine dual characteristics namely; proactive-reactive orientation, group-individual orientation, quantity- quality emphases, experimental-compliance orientation ,involvement- detached feelings, focus on organization-unit performance , utilization - protective purpose, direct - distant measures and developmental- evaluative orientation. The data were collected from 280 middle and direct level managers working in 24 private and international enterprises in Egypt. The findings indicate that the each of the nine dual PES characteristics is a distinct construct and that two of these characteristics explain a significant portion of the variance in PES effectiveness; namely the proactive-reactive and the group-individual orientation. The findings along with the implications and future research directions are discussed in the paper.
