المستخلص: هدف البحث الى الكشف عن ثقافة الجودة الشاملة ودورها في تعزيز الأمن بالمجتمع. وبين مدي تبني مؤسسات المجتمع لها ودورها في دعم الأمن المجتمعي وذلك من خلال توضيح الإطار المفاهيمى لثقافة الجودة الشاملة. وأشار الى أهمية ثقافة الجودة الشاملة ودورها الرئيسي في تحقيق وتعزيز الأمن في المجتمع. والى دور المؤسسات المجتمعية في تعزيز الأمن بالمجتمع او الوطن. واستخدم البحث المنهج الوصفي التحليلي. وتكمن أهمية البحث في انه يمثل أحدي الدراسات التي تبين مستوى تبنى المجتمع والمؤسسات المجتمعية لمفهوم ثقافة الجودة الشاملة في الأنظمة المجتمعية. وانه يتبع طرق متعددة أكثر ابتكارا وانفتاحا على الثقافات الإنسانية حيث يؤثرون ويتأثرون بها إيجابيا ويكونوا قادرين على تحمل المسؤولية تجاه أنفسهم ووطنهم مما يحقق لهم الامن النفسي والفكري والمجتمعي. وأشارت نتائج البحث الى أن تطور الأعلام يعد مظهرا من مظاهر التنمية الشاملة في المجتمع ويمثل مؤشرا على نجاح النمو والتطور في المجتمع. وأوصى البحث بضرورة تنمية وتطوير ثروة المجتمع البشرية وهي الثروة الأهم لما لها من دور فاعل في التنمية الاقتصادية للمجتمع عن طريق إقامة مراكز التدريب والتأهيل لتزويد الفرد بالمهارات اللازمة للانتقال بهم الى عصر النهضة العلمية والتكنولوجيا. وضرورة وضع خطة متكاملة لتطوير الجامعة بناءا على دراسة متعمقة لواقع الجامعة وما تحتاجه من كفاءات بشرية ومعدات علمية وتقنية لتطبيق كل ما هو حديث ومتطور ومفيد لرفع كفاءة وفعالية العمل الجامعي.

The aim of the research is to reveal the total quality culture and its role in reinforcing societal security, and the extent of its adoption by community institutions and its role in supporting societal security by clarifying the conceptual framework of the total quality culture. It pointed to the importance of the total quality culture and its main role in achieving and enhancing security in the society, and to the role of community institutions in enhancing the national and societal security. The research used the descriptive analytical approach. The importance of research lies in that it represents one of the studies that shows the level of adoption by society and community institutions of the concept of the total quality culture in the community systems, and it follows many more innovative and openness ways to human cultures where they affect in it, are affected by it positively and be able to take responsibility for themselves and their homeland, which brings them psychological, intellectual and societal security. The results of the research indicate that the development of the media is one of the manifestations of the comprehensive development of society and it is an indicator of the success of growth and development of society. The research recommended the need to develop and grow the human resources of society, which is the most important wealth because of its active role in the economic development of society through the establishment of training and rehabilitation centers to provide the individual with the necessary skills to move them to the era of scientific renaissance and technology. In addition, it recommended the need to develop an integrated plan for the development of the university based on an in-depth study of the University's reality and the human competences and scientific and technical equipment needed to apply everything that is modern, sophisticated and useful to raise the efficiency and effectiveness of university work.
