المستخلص: General secondary schools in Egypt suffer from weakness in institutional capacity, technical and professional competence of some administrative leaders, the desire of many teachers to participate in the administration, and the desire of parents to cooperate with the school administration. Therefore, there is a need to make research on the causal relationship between transformational leadership, organizational culture and institutional capacity to strengthen ii as well as improving institutional capacity general secondary schools, The study aimed to put a proposed vision to strengthen the relationship of transformational leadership and organizational culture with institutional capacity in the Egyptian general secondary schools in order to improve its institutional capacity. The study used the descriptive approach based on causal studies method to define the effect and affecting relationship among the study variables, the study also used the comparative approach to benefit from the experiences of some countries in this field . The Conceptual part presented transformational leadership in general secondary schools, and its dimensions and its measurement tools as well as showing the importance of organizational culture, its dimensions, and its measurement tools and approaches. Moreover, the study presented the standards of institutional capacity of the Egyptian general secondary schools, followed by a comparative analysis of the relationship of transformational leadership and organizational culture with some variables in Malaysia and USA as well as the practices enhancing them. The study presented the status quo of transformational leadership and organizational culture relationship with institutional capacity in the Egyptian general secondary schools through documentary analysis for the context of these schools, in parallel with a field study in order to identify the status of the variables of the study and examining the causal relationship between them. The study used (MLQ5X) tool in measuring transformational leadership, and the competitive values model (CVF), which was developed as an assessment tool of organizational culture based on the Organizational Culture Assessment Instrument (OCAI) in measuring the status quo of organizational culture, and institutional capacity assessment issued by the National Authority for Quality Assurance and Accreditation in Education, The study proposed a vision to strengthen the relationship of transformational leadership and organizational culture with institutional capacity in the Egyptian general secondary schools, based on the mediating role of organizational culture between transformational leadership and institutional capacity. The components of the proposed vision presented secondly, including ways of choosing, preparing and training the leaders of the secondary schools and strengthening the organizational culture in accordance with the results of the field study. Then, performance follow-up using the current field study tools, and finally displaying the requirements of implementing the proposed vision.
