يهدف البحث إلى دراسة كيفية تطوير برامج التأهيل المهني للمعاقين سمعياً بمصر على ضوء خبرات بعض الدول " دراســة مقارنـة " ووضع تـوصيات ومقتـرحـات إجرائيـة لتـطويـر هذه البرامـج ، ولتحقيـق ذلـك استخــدم البحـث المنهـج المقارن. وكان من أهم التوصيات والمقترحات الآتي : 1- ينبغي إعادة النظر في فلسفة التأهيل المهني للمعاقين سمعياً ( صُم – ضعاف السمع ) . 2- بالنسبة لأهـــداف بــرامج التأهيــل المهني للمعاقــين سمعيـاً ينبغـي أن تهــدف البرامـج إلى الوصــول بالمعاقين سمعياً إلى أعلى درجات الكفاءة المهنية. 3- سن التشريعات والقوانين التي تضمن للمعاقين سمعياً حقوقهم في التعليم والتوظيف ومتابعة تنفيذها . 4- الاهتمام بتوفير غرف المصادر بالمدارس الإعدادية المهنية والثانوية المهنية للمعاقين سمعياً . 5- إنشاء جامعة مهنية للمعاقين سمعياً لمن يرغب في مواصلة تعليمه الجامعي . 6- رسم خريطة مهنية فردية لكل طالب حسب مستواه المهني وقدراته وميوله . 7- استحداث عدد من المجالات والتخصصات التي يمكن للطالب الاختيار من بينها يتوافــر فيها : (الارتباط بسوق العمل المعاصر ، مناسبتها لميول وقدرات المعاق سمعياً). 8- توفير خدمة مترجمي لغة الإشارة حتى يستطيع الطلاب الاتصال بالمجتمع الصناعي خارج المدارس
The research aims at studying how to enhance the vocational rehabilitation programs for the hearing impaired in Egypt in the light of some countries` experiences" comparative study", to suggest procedural recommendations to develop those programs. The research used the comparative methodology through the following procedures: - The historical approach: to study the historical development of the hearing impaired rehabilitation and also the development of the related laws and legislations in the international organizations and the comparative countries. - The descriptive approach: to study the experiences of U.S.A, UK and Egypt in the field of vocational rehabilitation for the hearing impaired. - Comparative study to clarify the points of similarities and differences between the three countries in the following points: 1- The historical development of the hearing impaired rehabilitation and education. 2- Philosophy of the vocational rehabilitation for the hearing impaired 3- The goals of the vocational rehabilitation of the hearing impaired people. 4- The development of the laws and legislations of the vocational rehabilitation of the hearing impaired. 5- The admission rules in the vocational rehabilitation of the hearing impaired. 6- Areas of vocational rehabilitation of the hearing impaired. The most important suggestions and recommendations are the following: 1- Rethinking of the Philosophy of the vocational rehabilitation for the hearing impaired. 2- The professional rehabilitation for the hearing impaired programs should aim at helping the hearing impaired persons to attain the highest degrees of professional efficiency. 3- Issuing laws and legislations that ensure the rights of the hearing impaired persons in education and employment, and also the follow up of its implementation. 4- Providing the vocational preparatory and secondary schools with the resources room. 5- Establishing professional university for the hearing impairment for those who desire to continue their higher education
